What do I need to know when WaNBRC is involved in a sponsored program proposal?

Review and follow relevant guidance before routing an eGC1 where the Washington National Biomedical Research Center (WaNBRC) – (formerly known as the Primate Center) is involved.

Involve WaNBRC at least 10 days prior to a sponsor deadline.

WaNBRC should not first learn of its involvement in a proposal at the eGC1 routing/approval stage. Such proposals are subject to return to the unit for adjustment, or WaNBRC may decide not to approve.

Institutional Proposal Approvals

A pass-through entity (e.g. FHCC) should not include UW in its proposal to an outside entity without first getting UW proposal documents approved.

Bypassing WaNBRC and institutional approval at proposal stage can:

  • Cause Project Delays and Time Lost
  • Lead to loss of $$$ (F&A vs. Service Overhead)
  • Lead to a compliance issue for the pass-through entity

Use the Appropriate F&A Rates

WaNBRC has specific F&A rates and these rates are set out in UW F&A Rate Agreement.

If WaNBRC is one of two or more locations on a sponsored program, the total direct costs in a budget year determine how F&A Rates apply.

  • When direct costs can be identified by location, apply the appropriate F&A Rate to each location’s direct costs
  • When direct costs cannot be identified by location, determine the ratio of UW salary costs at each location and then allocate the non-salary costs using the same ratio

eGC1 Requirements, Review, and Approvals

  • The UW scope of work must be included on eGC1 and is specific to work at UW:
    • If we will be a subrecipient, do NOT include the entire project scope of work as UW’s scope of work.
  • If the UW will be a subrecipient, UW’s programmatic contribution must be clear:
    • If the budget is entirely WaNPRC per diem and fee schedule for animal purchase, care, procedures, and maintenance, it looks like UW’s portion is entirely services.

All location information must match throughout the proposal and eGC1.

  • Performance Site
  • Facilities section
  • Scope of Work location information

When is WaNBRC added to approve an eGC1?

WaNBRC is added to eGC1 approval graph:

  • Automatically when Animal Use = Yes and Primate Center = Yes
  • When manually added by routing department

What does WaNBRC check for on an eGC1?

  • A Primate Center location is listed (e.g.Magnuson Health Sciences Center I-wing)
  • Scope of Work and Vertebrate Animals Summary are needed to determine WaNBRC’s involvement
  • Detailed budget with justification – enough detail to determine if budgeting is adequate for the proposed work and correct F&A rates have been applied.

WaNBRC Director Review & Approval

The WaNBRC Director will review when funding will be flow-through from a pass-through entity (e.g. FHCC). The Director confirms that the proposal qualifies as subrecipient activity and not as a provision of services.

What is the Office of Sponsored Programs check for when WaNBRC is involved?

As part of GIM 1 review related to WaNBRC involvement:

  • Proposal info to sponsor & eGC1 match
  • IACUC review is pending and FWA# included in proposal
  • WaNPRC approval was captured when Primate Center involvement is mentioned
