If I report upcoming work in a foreign location within my RPPR and receive continuation funding for the next year, is that considered prior approval from NIH?

No, NIH does not consider this explicit prior approval.

If you anticipate a portion of the project will occur outside the US, and have determined it is “significant”, in addition to listing in the RPPR, please submit a request to NIH, via OSP, to receive prior approval to carry out this portion of work in that location.
