APS 10.13 Information for Unit Leadership

APS 10.13 Requirements for University and Third Party Led Youth Programs establishes fundamental safety standards to protect youth who engage with the University.

Each University unit (college, school, office, or campus) is responsible for ensuring that all activities, events, programs, and research involving youth comply with APS 10.13 safety requirements.

Compliance Expectations

An activity achieves APS 10.13 compliance when it’s registered in the UW Youth Program Registration System (YPRS) and all UW personnel working with youth complete background check, training, and conduct code requirements before having unsupervised access to minors, and renew expiring requirements within 45 days.

The Office of the Youth Protection Coordinator monitors compliance through YPRS and publishes the Youth Activity Compliance Report twice a year in April and October to provide leadership with actionable data to strengthen oversight and address gaps.

Each unit is expected to strive for 100% compliance and must maintain a minimum of 80% compliance across all registered youth activities within each six-month reporting period.

Oversight Responsibilities

Chancellors, Deans, Vice Presidents, and Vice Provosts are expected to:

  • Champion youth protection by reinforcing with faculty and staff the importance of fully complying with APS 10.13 requirements when operating activities and research involving youth.
  • Review and act on biannual Youth Activity Compliance Reports, addressing any instances of noncompliance promptly and proactively with department leadership to prevent ongoing or repeated issues.
  • Ensure that noncompliant personnel do not have unsupervised access to minors.

Compliance Improvement

If a unit does not meet the minimum expectations for compliance with youth safety requirements, it will enter a Compliance Improvement Period. During this time, the unit is expected to take corrective actions to meet compliance standards.
