Anyone operating a youth-involved activity, event, program, or research under UW authority must fully comply with APS 10.13 Requirements for University and Third Party Led Youth Programs.
The Office of the Youth Protection Coordinator (OYPC) defines APS 10.13 compliance expectations and supports University units in meeting their obligations.

Compliance with APS 10.13 is tracked and evaluated through the UW Youth Program Registration System (YPRS).
Compliance Metrics
Key Definitions
- Youth / Minors: Individuals under 18.
- Activity: Any youth-focused event, program, or research involving youth as human subjects.
- Authorized personnel: UW employees, students, or volunteers who supervise, chaperone, or have unsupervised access to youth.
Activity Compliance
- Register all activities in YPRS before any interaction with youth.
- UW personnel with unsupervised access to youth must be listed as authorized personnel in YPRS.
- Authorized personnel must complete background checks, training, and conduct code requirements before unsupervised access to youth and renew expiring requirements within 45 days.
Unit Compliance
- Units are expected to aim for 100% compliance and must meet this minimum standard:
- 80% of registered activities fully compliant within each six-month reporting period.
Compliance Monitoring
Real-Time Notifications
- Personnel: Receive email reminders from YPRS before deadlines.
- Activity Leaders: Receive email alerts from YPRS about personnel with outstanding actions and reminders to register recurring activities.
- Department Heads: Receive email alerts from YPRS of non-compliant activities.
- Summary Reports: Sent immediately after each activity ends to activity leaders and department heads.
Biannual Youth Activity Compliance Reports
- OYPC publishes comprehensive reports twice annually (April and October) summarizing unit-wide compliance for the previous six-months.
- Reports are sent to unit heads, administrators, and other leadership, as requested.

Risk-based Compliance Evaluation
The following APS 10.13 requirements are evaluated separately by the Office of the Youth Protection Coordinator. Compliance metrics for these items will be soon available on this page.
- Reporting suspected child abuse or neglect.
- Reporting behaviors of concern.
- Adhere to workplace regulations and other environmental safety criteria while youth in your care.
- Have an emergency preparedness plan in place.
- Included in unit Fire Safety Evacuation Plan.
- Procedures in place to respond to known health conditions.
- Process personal data in accordance with University privacy policies and the Privacy Policy for UW Youth Programs.
