Privacy Notice for License Plate Recognition for Parking Management

Introduction

This Privacy Notice applies to individuals who provide personal data to the University of Washington (“UW”), an agency of the State of Washington, in connection with vehicle license plate recognition (“LPR”) hardware and software for parking systems at the (a) UW Seattle campus’s (the “Seattle Campus”) parking lots and structures, streets on campus, and (b) UW Bothell and Cascadia College campus’s (the “Bothell Campus”) parking lots and structures, streets on campus, and leased or managed parking areas, as described below. 

Collection of Personal Data

The LPR systems capture a context photo of the vehicle and its immediate surroundings, and a photo of the license plate. The LPR system also records the global positioning system coordinates and the date/time information associated with the observed vehicle, and generates an alphanumeric version of the license plate number. The photos taken by the LPR system are not of a resolution that would allow for the identification of vehicle occupants if present at the time the photo is taken.

The personal data described above may be combined with personal data already in the UW’s possession, (such as parking permit information or patron account information).

Uses of Personal Data

Personal data collected by the LPR system may be used for:

  • Parking management (such as administering pay-by-plate transactions, improving customer experiences, and parking lot utilization analyses);
  • Parking enforcement (such as determining a vehicle’s parking permit permissions, issuing and supporting the issuance of parking citations, and processing responses to parking citations);
  • Safety and security (such as addressing immediate or on-going safety concerns, conducting specific security investigations, and cooperating with compulsory law enforcement investigations); and
  • Compliance with laws and regulations, meeting UW requirements (such as UW Administrative Policy Statements and UW Presidential Orders), and/or for internal UW reporting relating to health, safety or similar concerns.

Sharing of Personal Data

Personal data may be shared with third-party vendors (such as information technology and LPR solutions providers) for storage and other processing of personal data. Personal data may also be shared to comply with a valid legal process, governmental request, or applicable law, rule or regulation. Personal data will not be sold or licensed to any third-parties for secondary commercial purposes.

Retention

Personal data collected through the LPR system that results in an enforcement action will be retained as needed to fulfill the purpose for collection, per applicable laws, and in accordance with applicable UW retention schedules including the UW General Records Retention Schedule. Personal data that does not result in an enforcement action may be retained for up to ninety (90) days. 

Personnel Access and Authorized Users

Access to records created and maintained in connection with the LPR parking system is restricted to trained personnel performing their duties and, when necessary, a limited number of personnel with safety and security and/or law enforcement roles and responsibilities.

Your Options for Managing Personal Data

You may:

  • View and/or Change Account Information or Preferences

Registered users of the Seattle Campus or Bothell Campus parking management system may log into Seattle Campus Parking Portal or the Bothell Campus Parking Portal, respectively.

  • Limit Personal Data Collection

If you do not want your personal data to be collected, you may choose to not use parking areas and services managed by the Seattle Campus and Bothell Campus.
