This Week in Congress

With the current continuing resolution set to expire on Thursday, December 11, all eyes and ears are on House and Senate negotiators as they work toward an agreement on an omnibus spending bill that would fund the federal government through the remainder of the fiscal year.

House Appropriations Subcommittee Chairs Announced

Today House Appropriations Chairman Hal Rogers announced the Republican Steering Committee has approved the 12 Appropriations Subcommittee Chairs for the 114th Congress.

In a statement, Chairman Rogers said, “The 12 Appropriations Subcommittee Chairmen are essential to this success. They lead the way in overseeing our federal agencies, and guide spending decisions to make the most responsible and effective use of American tax dollars. Over the next two years, we will have some big challenges and a full plate of ‘to-dos’ ahead of us as we continue to fight for stability, continuity, and responsibility in the federal budget process. These excellent Subcommittee Cardinals will be a tremendous benefit to our efforts. I congratulate them and look forward to working with them in the 114th Congress.”

McCaskill Introduces Sexual Assault Legislation

Today US Senator Claire McCaskill (D-MO) is introducing The Bipartisan Campus Accountability and Safety Act. The legislation will address sexual assault on college and university campuses throughout the nation. The bill has bipartisan support with sponsorship from Republican Senators Heller (R-NV), Grassley (R-IA), Ayotte (R-NH) and Rubio (R-FL) and Democratic Senators Blumenthal (D-CT) and Gillibrand (D-NY). Congresswoman Carolyn Maloney (D-NY) will introduce a companion bill in the House.

Key provisions of the bill include:

  • Establishing new campus resources and support services for student survivors of sexual assault.
  • Ensuring minimum training standards for on-campus personnel.
  • Creating new historic transparency requirements.
  • Increasing campus accountability and coordination with law enforcement.
  • Establishing enforceable Title IX penalties and stiffer penalties for Clery Act violations.

Earlier this summer, McCaskill held a series of roundtable discussions on campus sexual assault and requested over 400 colleges and universities complete a survey on the topic as well.

This Week in Congress

Today the Senate reconvenes at 2 p.m. and is in a period of morning business until 6 p.m. No votes are expected.

In the other chamber, the House reconvenes at 2 p.m. for legislative business and is expected to begin consideration of a number of bills, including HR 5016, which would make appropriations for financial services in FY 2015. Roll call votes will be postponed until 6:30 p.m.
