With the strategic framework in place, Phase 2 focused on developing the strategic plan. Over the spring and summer of 2026, the University of Washington translated its vision, pillars, and objectives into a set of actionable goals and implementation pathways supported by meaningful metrics, strong governance, and disciplined execution. The following timeline reflects how the Phase 2 work unfolded.

Working groups
President Jones and Provost Serio charged four working groups with completing the UW’s new strategic plan during summer 2026. Each working group was responsible for the following activities:
- Reviewing the strategic plan framework
- Reflecting on constituent input gathered through the September 2025 tri-campus survey, autumn 2025 and winter quarter 2026 listening sessions and the spring quarter 2026 open feedback period
- Drafting, refining and recommending a set of goals, actions and success measures for each pillar
- Drafting, refining and recommending a set of execution and governance considerations for each pillar
