TCAC July 2000 Report to the Provost

Section D -- Establishing a Tri-campus Faculty Conference within the Framework of the Faculty Senate

In a list of examples of areas the TCAC might address, the charge letter of January 5, 1999 to the committee includes the topic "assisting/coordinating activities, as appropriate, with various other committees, councils, and groups." This charge is germane in the context of the comments presented to the Tri-Campus Advisory Committee on May 25 by Robert Crawford, Chair of the UWT Faculty Assembly (Appendix K). Robert summarized the progress to date in establishing new components of Tri-Campus faculty governance within the framework of the Faculty Senate. He notes that the legislation needed to establish these new components "will surely incorporate four key elements". As noted in Appendix K, the third of these four elements is the "creation of a tri-campus body that will be responsible for reviewing and making recommendations concerning policies that affect all three campuses and that will provide a structured, on-going opportunity for collaborative dialogue among representatives of the three faculties."

There is a clear nexus between the charge to the TCAC mentioned above and the third element in Robert's commentary. Accordingly, the committee continued to discuss this subject at its June 28th meeting. Robert Crawford, Cherry Banks, Chair of UWB's General Faculty Organization, Mary Coney, Chair-Elect of the Faculty Senate and Brad Holt, Vice-Chair Elect of the Faculty Senate participated in that discussion.

From that conversation, the TCAC learned that few UWS faculty are fully informed about this topic, and therefore, the likely trajectory of proposed legislation through the Faculty Senate cannot be predicted at this time with any confidence. However, two clear perspectives did emerge from the meetings: (1) The TCAC should continue to be informed about the development of Senate legislation concerning the new tri-campus body, and (2) it is highly desirable that one or two faculty members hold membership both on the proposed body and on the TCAC in order to assure effective communication between the two groups and to minimize duplication of effort.
