Dear Norm:

Thank you for the good work accomplished by you and the Tri-Campus Advisory Committee in 1999. The committee's first report identifies several important issues. I have initiated action on two in particular:

First, with regard to the apparent errors in the state-level funding formula for the Bothell and Tacoma campuses, I have asked the Offices of Planning & Budgeting and Government Relations to seek a correction--first by working with legislative and OFM staff to determine whether a consent procedural change might be possible or, failing that, whether we might agree upon an approach to correction through legislative action.

A second issue is the disjunction in timing of state funding increases for program development efforts and student FTE increases at the branch campuses (the "start-up problem"). I agree with the committee that this is a serious problem. I've asked Associate Provost Debra Friedman to work with the leaders of the Bothell and Tacoma campuses to develop a more practical and sustainable approach to these timing questions--an approach that can be incorporated both into our three-campus planning and into our state budget requests. Since the start-up timing problem is experienced by all of the branch campuses in the state, we will undoubtedly be talking with WSU and the COP on this matter.

When there is progress to report on either of these issues, I will let you know.
