Faculty Workload Connected to Continuous, Substantial Enrollment Growth and to Related Capital Projects

Faculty Appointments, UW Bothell

In the two biennia 1995-1997 and 1997-1999 the legislature increased the enrollment target for UW Bothell by a total of 446 student FTE's, an average of 223 per biennium. For this coming biennium, 1999-2001, the legislature increased the target by 241 FTE's. If future legislatures continue a growth rate of 241 FTE's per biennium between now and 2010, then, in the fall quarter of 2010, the target for UW Bothell will be 2341 FTE's, well short of President McCormick's vision of 6,345 FTE's.

To serve this expanded enrollment, the minimum number of new faculty to be hired at UW Bothell in this period will be 72. This number is predicated on a 20 to 1 student FTE to faculty FTE ratio, the largest that currently obtains at UW Bothell (e.g., in Interdisciplinary Arts and Sciences and in the baccalaureate Business Program). Other academic programs have smaller ratios (e.g., the Nursing Program). Therefore, the actual number of new hires needed to serve the expanded enrollment will be determined, in part, by which programs grow, and undoubtedly that number will exceed 72.

Impact of Attrition

Attrition will also require some new hiring because, of course, not every regular faculty member hired at UW Bothell (or any other university) stays indefinitely. Some move to other universities, some change careers, some retire, etc. Eleven faculty members who joined the faculty ranks (with tenure or in tenure-track positions, including two deans), since UW Bothell opened its doors in 1990, are no longer on the UW payroll, save one who now is a "part-timer". Thus, it may be likely that one new hire a year or so at UW Bothell will be required simply for replacement purposes.

The projected net minimum number of hires needed at UW Bothell in the next twelve years therefore is no less than 82. Achieving this growth will require an average of three faculty hires in each four-month period of each academic year for twelve years.

Promotion and Tenure

Another piece of faculty effort related to appointments has to do with the very important business of staffing promotion and tenure committees and then of having the work of those committees effectively discharged. There is much to be done in this arena as indicated by the number of assistant professors in the ranks. For this coming fall it is estimated that of the 48 tenured and tenure-track faculty having appointments at UW Bothell, 22 will be assistant professors.

Faculty Appointments, UW Tacoma

The projected picture at UW Tacoma is similar but more dramatic. In the two biennia 1995-1997 and 1997-1999 the legislature increased the enrollment target for UW Tacoma by a total of 482 student FTE's, an average of 241 per biennium. For this coming biennium, 1999-2001, the legislature increased the target by 324 FTE's. If future legislatures continue a growth rate of 324 FTE's per biennium between now and 2010, then, in the fall quarter of 2010, the target for UW Tacoma will be 2936 FTE's, well short of President McCormick's vision of 7,745 FTE's.

To serve this expanded enrollment, the minimum number of new faculty to be hired at UW Tacoma in this period will be 97. The number 97 is predicated on a 20 to 1 student FTE to faculty FTE ratio, the largest that currently obtains at UW Tacoma (e.g., in Interdisciplinary Arts and Sciences and in the baccalaureate Business Program). Other academic programs have smaller ratios (e.g., the Nursing Program, Master of Social Work, post-baccalaureate K-8 certification). The actual number of new hires needed to serve the expanded enrollment undoubtedly will be greater.

Impact of Attrition

Adding the rehiring necessary due to attrition will increase the projected net minimum number of hires needed at UW Tacoma in the next twelve years beyond 97 to about 105. This will require, on average, one faculty hire per month each academic year for twelve years.

Promotion and Tenure

Another piece of faculty effort related to appointments has to do with the very important business of staffing promotion and tenure committees and then of having the work of those committees effectively discharged. As noted above in the UW Bothell case one indication of this work is the number of assistant professors in the ranks. For this coming fall, it is estimated that of the 54 tenured and tenure-track faculty having appointments at UW Tacoma, 31 will be assistant professors.

UW Bothell and UW Tacoma Physical Infrastructure

Finally, enrollment growth at UW Bothell and UW Tacoma is inexorably tied to growth in the campuses' infrastructure. It is reasonable to surmise, therefore, that continuous faculty service on committees charged with performing the pre-design and design of capital projects will be required between now and 2010. This situation that has obtained at both campuses since 1992.

UW Bothell and UW Tacoma Program Development

The work of initiating a new program of quality involves (A) hiring faculty and staff with the appropriate qualifications and (B) developing both the overall curriculum and the individual courses in that curriculum. In considering the magnitude of this development, it is useful to consider the history cited in the next paragraph and contemplate UW Bothell and UW Tacoma becoming, as they must to serve the needs of the state, broader and deeper institutions between now and 2010.

UW Bothell and UW Tacoma opened their doors in the fall quarter of 1990, each with a baccalaureate program in Liberal Studies (but with no science concentration or majors). In 1992 each campus added the RN to BSN programs in nursing and a Masters in Education. In 1993, a baccalaureate program in Business Administration was offered for the first time at each campus. (The regular founding faculty for the Business programs began their appointments in the fall of 1994.) A K-8 post-baccalaureate teacher certification program was added at UW Tacoma in 1994 and at UW Bothell in 1996. The Computing and Software Systems baccalaureate program also was offered at UW Bothell starting in the fall of 1996. UW Tacoma's Masters in Nursing program commenced in 1996 and the Masters of Social Work in 1998. A Masters in Management program began at UW Bothell in the fall of 1998. A science concentration was added to UW Bothell's Interdisciplinary Arts and Sciences program (formerly the Liberal Studies program) in 1997 and to UW Tacoma's Interdisciplinary Arts and Sciences program in 1996. Typically the faculty engaged to deliver all these new programs commenced their appointments about two months before going into the classroom.

UW Bothell and UW Tacoma and Information Services

In order to sustain the effective growth of existing programs and the initiation of new ones, resources (both human and material) in information services must be identified and appointed (staff) or acquired (books, software, etc.). The magnitude of this task is indicated, in part, by the accompanying graph, which shows the growth in the holdings of UW Bothell's library.

UW Bothell and UW Tacoma Admissions

Finally, student recruitment, admission and retention processes for each new program must be established keeping in mind the differences in various programs, and thus, the fact that "one size does not fit all".
