Vehicle Idling Policy

Unattended motor vehicle - per the RCW 46.61.600:

No vehicle operator in charge of a motor vehicle shall permit it to stand unattended without first stopping the engine, locking the ignition, removing the key and effectively setting the brake, and, when standing upon any perceptible grade, turning the front wheels to the curb or side of the roadway.

Emissions Reduction:

In order to prevent excessive emissions and unnecessary human exposure to vehicle exhaust the following additional policy is adapted for Fleet Services vehicles:
No vehicle should be left unattended or idling at a loading dock, delivery stop, or at other locations where exhaust emissions may enter an occupied building such as near building air intakes, entrances, or open windows, etc. 

Engines should be left running only as long as it takes to unload or load passengers.

No wait time: drivers should stop only as long as it takes for passengers to exit or enter the vehicle.  Otherwise vehicles should be shut off per RCW 46.61.600.

The only acceptable idle time would be of limited duration during the pre-trip inspection.
