Class description
This course is about the politics of institutional failure with a focus on domestic policy problems. The class is divided into three parts. Part I will focus on how leading theories view the role of government institutions and citizenry in the policy process. In Part II, we will examine several unintended consequences of the U.S. constitutional design and the ways in which these consequences thwart policy outcomes. In Part III, we will consider the role of political power arrangements in the persistence of several policy problems plaguing inner-cities, including concentrated poverty, mass incarceration and failing public schools.
