Part 200, commonly referred to as the \u201cUniform Guidance\u201d, which applies to federal grants, cooperative agreements and other types of federal assistance funding.<\/p>\n<p>If finalized, the proposed rule would\u202fsignificantly\u202fimpact\u202ffederal awards,\u202fincluding codifying Executive Orders.\u202f It would change Uniform Guidance to Uniform Regulations, having the practical impact of adoption across all agencies, rather than each agency setting forth in its own agency\u202fregulations.\u202f\u202fThese areas will be highly impacted:<\/p>\n<ul>\n<li>How\u202fTo Apply for Funding<\/li>\n<li>Who Applicants May Work With When Seeking Federal Funding<\/li>\n<li>How Award Decisions are Made<\/li>\n<li>Allowable Costs<\/li>\n<li>Type of Award and Award Payment<\/li>\n<li>Prohibitions<\/li>\n<li>Expanded Rights the Federal Government Has in\u202fSetting Conditions,\u202fModifying or Terminating Awards<\/li>\n<li>Remedies and Procedural Rights<\/li>\n<\/ul>\n<p>Because these changes have significant implications for federally funded research, the university will be submitting comments in response to the proposal. As noted in the <a href=\"https:\/\/www.washington.edu\/provost\/2026\/06\/04\/updates-from-the-provost-june-4-2026\/\">Provost\u2019s newsletter<\/a>, we are seeking your input on the University\u2019s overall response. Please use the University\u2019s \u201cUniform Guidance \u2013 Proposed Changes\u201d intake form to provide your comments to University leadership to support the University\u2019s official response to OMB. <strong>You will need a UW NetID to access the intake form. Please respond by July 1, 2026.<\/strong><\/p>\n<p>\t\t<a href=\"https:\/\/forms.cloud.microsoft\/Pages\/ResponsePage.aspx?id=W9229i_wGkSZoBYqxQYL0llV009GsllCm8etPXku4mNUM0ZXU005R05WVFdTWlE3RU44RjZUM1dMNy4u&amp;mkt_tok=MTMxLUFRTy0yMjUAAAGifGq5BBtxh4ZAIRgmHt7_KaC2x-glpAAe956tKMAWyjrYpXLgDapuyykiyxlY5e8K0X8S6XFfKqVc7ybAuQh43l4oPzkQxwW57H8LPRiOt0jWki5C\"  class=\"btn btn-lg arrow purple\"><span>\u201cUniform Guidance \u2013 Proposed Changes\u201d intake form<\/span><span class=\"arrow-box\"><span class=\"arrow\"><\/span><\/span><\/a><\/p>\n<h3>Guidance for submitting an individual response<\/h3>\n<p>As a member of the public, you may also comment directly to OMB; however, OMB will only accept one institutional response, so it is important that if faculty, staff, or students wish to submit an individual response, that they <strong>do not use UW letterhead or imply that they are commenting on behalf of the institution.<\/strong> The comments will become public record, so we encourage people not to provide names or institutions to avoid unwanted attention via social media or other channels.\u00a0 (Email addresses should not be posted publicly.)<\/p>\n<p><strong>Sample language for an individual comment:<\/strong><\/p>\n<ol>\n<li>Identify yourself (for frame of reference): \u201cI am a faculty member at a public R1 university whose research on [topic] has been supported by [agency] for [X] years.\u201d OR \u201cI am a graduate student in [field] at a public flagship university who receives NIH funding.\u201d OR \u201cI am a research scientist at a large public university who has been conducting NIH-funded research for [X] years on [topic].<\/li>\n<li>Identify specific provision(s) that concern you by section number and explain what they would do. Selected sections that may impact research are listed below.<\/li>\n<li>Explain how these changes would harm you\/your lab\/your institution\/your field in plain non-technical language. Be personal &#8211; e.g. grant termination in my 3rd year of graduate school would mean I would not have funding to finish my degree.<\/li>\n<li>Closing: State clearly what you want OMB to do.
