ORCID iDs are maintained by the nonprofit ORCID. The University of Washington strongly encourages researchers to register for an ORCID iD. Review the UW&#8217;s <a href=\"https:\/\/www.washington.edu\/research\/orcid-id-an-overview-for-researchers\/\">ORCID iDs: An Overview for Researchers<\/a>.<\/p>\n<ul>\n<li>Department of Energy (DOE) requires all covered individuals to include their ORCID iD on their Current &amp; Pending Support and in their publications.<\/li>\n<li>NIH:\n<ul>\n<li>All individuals supported by research training, fellowship, research education, and career development are required to have ORCID IDs linked to their eRA Commons Personal Profile. See <a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-19-109.html\" target=\"_blank\" rel=\"noopener\">NOT-OD-19-109.<\/a><\/li>\n<li>As of 1\/25\/2026, NIH will also require all individuals completing the Common Forms for Current and Pending Support to:\n<ul>\n<li>Link their ORCID iD to their eRA Commons account.<\/li>\n<li>Confirm their ORCID iD is displayed in the Persistent Identifier (PID) section of the Common Forms.<\/li>\n<li>See <a href=\"https:\/\/grants.nih.gov\/grants\/guide\/notice-files\/NOT-OD-26-018.html\" target=\"_blank\" rel=\"noopener\">NOT OD-26-018<\/a><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<hr \/>\n<h2 id=\"proposal-submission\">Proposal Submission Methods<\/h2>\n<p>Federal agencies have a variety of systems used for external funding administration. Some are used strictly to submit proposals to the agencies and others are for pre-award and post-award management of the application and award.<\/p>\n<p>In addition to following sponsor instructions and guidelines, the UW has internal deadlines and<span style=\"color: #ff0000;\"> <a href=\"\/research\/policies\/gim-1\">proposal submission requirements<\/a> <\/span>that must be followed.<\/p>\n<p>Review more information and links for various Federal Agencies\u00a0 after the <a href=\"#ggov\">Grants.gov section<\/a> on this page to get started.<\/p>\n<h3>Federal Proposal Submission Options<\/h3>\n<ul>\n<li><strong>SAGE Grant Runner<\/strong>\n<ul>\n<li>Submit\u00a0<a href=\"http:\/\/www.washington.edu\/research\/tools\/sage\/guide\/egc1-forms\/create-new-egc1-and-grant-runner-wizard\/grant-runner-supported-nih-activity-codes\/\">Specific NIH Opportunities<\/a>\u00a0in\u00a0<a href=\"http:\/\/www.washington.edu\/research\/tools\/sage\/guide\/grant-runner\/grant-runner-overview\/\">Grant Runner<\/a>. Before marking an eGC1 as Ready to Submit in SAGE, <a href=\"https:\/\/www.washington.edu\/research\/glossary\/covered-individual\/\">covered individuals<\/a> are required to make an <a href=\"https:\/\/www.washington.edu\/research\/tools\/fids\/guide\/topics\/start-disclosure-process\/\">attestation that they are not participating in a MFTRP within the FIDS system.<\/a><\/p>\n<hr \/>\n<p><a name=\"research-security-training-req\"><\/a><\/p>\n<h2>Research Security Training Requirements<\/h2>\n<p>Some <a href=\"https:\/\/www.washington.edu\/research\/faq\/fed-sponsor-research-security-requirements\/\">sponsors may have Research Security Training requirements<\/a> which must be met by <a href=\"https:\/\/www.washington.edu\/research\/glossary\/covered-individual\/\">covered individuals<\/a> participating on a project before a proposal can be submitted.<\/p>\n<p>These requirements can be met by registering for and completing this <a href=\"https:\/\/www.washington.edu\/research\/required-training\/research-security-training\/\">required Research Security Training.<\/a><\/p>\n<h3>Research Security Training Verification<\/h3>\n<p>Training completion records are pulled into MyResearch Training Transcript (MRTT). Campus units can use the link to confirm <a href=\"https:\/\/www.washington.edu\/research\/glossary\/covered-individual\/\">covered individuals<\/a> who will be involved in the project have taken the required training. You can also check the completion record for researchers in the unit regularly, in the <a href=\"https:\/\/uwnetid-my.sharepoint.com\/:x:\/r\/personal\/kresl_uw_edu\/Documents\/ORIS%20RAD%20Group%20Reports\/Research%20Security%20Training%20Lookup.xlsx?d=w95700ae21d69425381b417e550f87625&amp;csf=1&amp;web=1&amp;e=GJ0Aeb\">Research Security Training Lookup tool\u00a0<\/a>(UW Net ID Required).<\/p>\n<p>As part of Institutional Review of proposals, OSP will be checking completion records whenever the sponsor or originating sponsor has a Research Security Training requirement at the proposal stage.<\/p>\n<hr \/>\n<h2 id=\"contracts\">Federal Contracts<\/h2>\n<p>The <a href=\"https:\/\/www.acquisition.gov\/browse\/index\/far\" target=\"_blank\" rel=\"noopener noreferrer\">Federal Acquisition Regulations (FAR)<\/a> and agency-specific supplements are the regulatory foundation for federal <a href=\"https:\/\/www.washington.edu\/research\/glossary\/contract\/\">contracts<\/a>. To apply for a federal contract, you apply to a solicitation that contains specific requirements and the anticipated terms and conditions for a resulting contract. It is especially important to start early when preparing a federal contract proposal.<\/p>\n<p>These proposals are lengthy, extremely detailed, and require additional review by the <a href=\"https:\/\/www.washington.edu\/research\/osp\/\">Office of Sponsored Programs (OSP)<\/a>.<\/p>\n<p><a href=\"https:\/\/www.washington.edu\/research\/myresearch-lifecycle\/setup\/sponsor-requirements\/federal\/#contracts\">Requirements in federal contracts<\/a> will impact your budget, plan ahead.<\/p>\n<p>Please also review<\/p>\n<ul>\n<li><a href=\"https:\/\/www.washington.edu\/research\/faq\/why-should-i-route-egc1-for-contracts-and-other-transaction-to-osp-asap\/\">Why should I route an eGC1 for a Contract or an Other Transaction to OSP ASAP?<\/a><\/li>\n<\/ul>\n<hr \/>\n<h2>Industry Sponsored Clinical Trials<\/h2>\n<p>For industry sponsored clinical studies and trials review information and guidance on <a href=\"https:\/\/www.washington.edu\/research\/myresearch-lifecycle\/setup\/sponsor-requirements\/clinical-research\/\">Clinical Research<\/a>.<\/p>\n<hr \/>\n<h2><a name=\"animals\"><\/a>Animal Research Considerations<\/h2>\n<p>Most federal funding agencies have specific requirements for research using vertebrate animals. A few of these need to be addressed at the planning\/proposal stage. More information can be found on the <a href=\"https:\/\/uwnetid.sharepoint.com\/sites\/OAWRSS\/OAWRSSWebsite\/SitePages\/Home.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">OAW website<\/a>.<\/p>\n<hr \/>\n<h2><a name=\"hsr\"><\/a>Human Subjects Research Considerations<\/h2>\n<p>Most federal funding agencies have specific requirements for human subjects research. A few of these need to be addressed at the planning\/proposal stage.<\/p>\n<h3 style=\"padding-left: 30px;\">Single IRB<\/h3>\n<p style=\"padding-left: 30px;\">Beginning January 20, 2020, all federal funding agencies, except the Department of Justice, require the use of a\u00a0<a href=\"https:\/\/www.washington.edu\/research\/hsd\/single-irb\/\" target=\"_blank\" rel=\"noopener noreferrer\">single IRB<\/a> to review the human subjects activities for collaborative or multi-site studies. This has significant staffing and budget implications.<\/p>\n<h3 style=\"padding-left: 30px;\">Emergency Medicine Research<\/h3>\n<p style=\"padding-left: 30px;\">Federally funded emergency medicine research must meet some <a href=\"https:\/\/www.washington.edu\/research\/forms-and-templates\/checklist-exception-from-informed-consent\/\">special compliance requirements<\/a>. These have budgeting and staffing implications.<\/p>\n<h3 style=\"padding-left: 30px;\">Non-discrimination laws<\/h3>\n<p style=\"padding-left: 30px;\">Federal non-discrimination laws must be considered when developing subject inclusion\/exclusion criteria. Specifically, participants cannot be excluded from a study on the basis of age, gender, race, ethnicity, disability, or not speaking English (in a domestic study), unless there is a scientific rationale for doing so.<\/p>\n<hr \/>\n<h2><a name=\"ggov\"><\/a>Grants.gov<\/h2>\n<p>If you are not using a sponsor-specific system (e.g. NIH ASSIST, NSF Research.gov, NASA NSPIRES, etc.) and <a href=\"http:\/\/www.washington.edu\/research\/tools\/sage\/guide\/egc1-forms\/create-new-egc1-and-grant-runner-wizard\/grant-runner-supported-nih-activity-codes\/\">Grant Runner<\/a> is not an option,\u00a0<a href=\"http:\/\/www.grants.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">Grants.gov<\/a> is a source to find and apply for federal grants. OSP is registered as an institution in Grants.gov and <a href=\"https:\/\/www.washington.edu\/research\/policies\/gim-1\/\">submits proposals on behalf of the UW<\/a>\u00a0after they are routed to OSP and reviewed.<\/p>\n<p>Need to register in Grants.gov? AFOSR uses <a href=\"http:\/\/www.grants.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">Grants.gov<\/a> for submitting grant and cooperative agreement proposals.<\/p>\n<p>Post-award reporting is submitted via an <a href=\"http:\/\/afosr.reports.sgizmo.com\/s3\/\" target=\"_blank\" rel=\"noopener noreferrer\">online form<\/a>.<\/p>\n<h3>US Army Medical Research and Materiel Command (USAMRMC)<\/h3>\n<p><a href=\"http:\/\/www.usamraa.army.mil\/Pages\/Main01.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">US Army Medical Research Acquisition Activity (USAMRAA)<\/a> is the grants and contracts office for the USAMRMC. See site for terms &amp; conditions and reporting information.<\/p>\n<p><a href=\"http:\/\/cdmrp.army.mil\/\" target=\"_blank\" rel=\"noopener noreferrer\">Congressionally Directed Medical Research Program (CDMRP)<\/a> is a DoW grant program, managed by USARMC and USAMRAA. \u00a0The <a href=\"http:\/\/cdmrp.army.mil\/funding\/apply\" target=\"_blank\" rel=\"noopener noreferrer\">application process<\/a> requires a pre-application in the <a href=\"https:\/\/ebrap.org\/eBRAP\/public\/index.htm\" target=\"_blank\" rel=\"noopener noreferrer\">Electronic Biomedical Research Application Portal<\/a> (eBRAP), a full application via <a href=\"http:\/\/www.grants.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">Grants.gov<\/a>, and application verification in eBRAP. Check your funding announcement closely for submission instructions.<\/p>\n<p style=\"padding-left: 40px;\">DARPA has a Foreign Influence policy and a Risk Rubric they will use to review disclosures from all proposed Senior\/Key Personnel.<\/p>\n<p style=\"padding-left: 40px;\">Review <a href=\"https:\/\/www.darpa.mil\/work-with-us\/for-universities\" target=\"_blank\" rel=\"noopener\">DARPA for Universities<\/a>:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Senior\/Key Personnel Foreign Influence Risk Rubric<\/li>\n<li>Countering Foreign Influence Program (DARPA Policy)<\/li>\n<li>Countering Foreign Influence Program (CFIP) Frequently Asked Questions (FAQ)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Cooperative Agreements: DARPA uses <a href=\"http:\/\/www.grants.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">Grants.gov<\/a> for submitting grant and cooperative agreement proposals.<\/p>\n<p>Contract proposals: Follow funding announcement instructions, contract proposals may need to be submitted via hard-copy or <a href=\"https:\/\/baa.darpa.mil\/\" target=\"_blank\" rel=\"noopener noreferrer\">DARPA BAA<\/a>.<\/p>\n<h4>DARPA BAA Account Instructions:<\/h4>\n<p>PIs need a DARPA &#8220;Extranet Account&#8221; and a separate submission account for each proposal. Accounts are only issued to the PI.<\/p>\n<p>If the PI does not already have a DARPA Extranet Account or it has expired,\u00a0 there is a two-step process the PI needs to complete.<\/p>\n<ol>\n<li>Register using the &#8220;Account Request&#8221; link, then<\/li>\n<li>Create your user account for DARPA BAA Submission website by selecting the \u201cRegister your Organization\u201d link.<\/li>\n<\/ol>\n<p>Once an account is created the PI can view solicitations, submission instructions, and upload\/finalize executive summary.<\/p>\n<p>We recommend logging into your DARPA account periodically to keep the account active. DARPA &#8220;Extranet Accounts&#8221; are deleted after 60 days of inactivity.<\/p>\n<h4>BAA Proposals:<\/h4>\n<ul>\n<li>Proposals are created in two volumes and must be encrypted per DARPA instructions.<\/li>\n<li><a href=\"https:\/\/www.washington.edu\/research\/myresearch-lifecycle\/plan-and-propose\/submit-proposal\/\">Prepare and submit an eGC1<\/a> in SAGE and route to OSP.<\/li>\n<li>After OSP review of the <a href=\"http:\/\/www.washington.edu\/research\/tools\/sage\/\" target=\"_blank\" rel=\"noopener noreferrer\">eGC1<\/a>, the PI submits the proposal in the sponsor site.<\/li>\n<li>Once submitted, the PI receives an email indicating that the submission account is deactivated.<\/li>\n<\/ul>\n<h3>Defense Threat Reduction Agency (DTRA)<\/h3>\n<p>DTRA\u2019s application process consists of Phase I, Pre-application White Paper and Phase II, Invited Proposal. \u00a0Review the funding opportunity carefully. Submissions can occur via Grants.gov or the <a href=\"https:\/\/www.dtrasubmission.net\/Submission\/Signin\/Index\" target=\"_blank\" rel=\"noopener noreferrer\">DTRA submission system<\/a>, depending on the opportunity.<\/p>\n<p>There is only one UW account for the DTRA submission system.<\/p>\n<ul>\n<li>OSP uploads proposal documents in the <a href=\"https:\/\/www.dtrasubmission.net\/Submission\/Signin\/Index\" target=\"_blank\" rel=\"noopener noreferrer\">DTRA submission system<\/a><\/li>\n<li>PI or departmental designee reviews and approves the uploaded materials with their OSP reviewer.<\/li>\n<li>OSP submits the proposal.<\/li>\n<\/ul>\n<h3>Office of Naval Research (ONR)<\/h3>\n<p>ONR proposals are submitted via Grants.gov. Login to Grants.gov and look for the Opportunity Number desired and download the proposal package. Search <a href=\"https:\/\/simpler.grants.gov\/search?utm_source=Grants.gov&amp;topLevelAgency=DOD&amp;agency=\" target=\"_blank\" rel=\"noopener noreferrer\">Grants.gov Department of Defense Agency-specific opportunities<\/a>.<\/p>\n<hr \/>\n<h2><a name=\"doed\"><\/a>Department of Education (DoEd)<\/h2>\n<p>The <a href=\"http:\/\/www2.ed.gov\/fund\/landing.jhtml?src=ln\" target=\"_blank\" rel=\"noopener noreferrer\">DoEd<\/a>\u00a0typically accepts grant applications via <a href=\"http:\/\/www.grants.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">Grants.gov<\/a>\u00a0and has a Grant Management System, <a href=\"https:\/\/www.g5.gov\/ext\/wps\/portal\" target=\"_blank\" rel=\"noopener noreferrer\">G5<\/a>, which OSP uses to retrieve awards and submit changes. The UW Unique Entity Identifier for DoED is NFJ3CMQ4B418.<\/p>\n<p>When creating <a href=\"https:\/\/www.washington.edu\/research\/myresearch-lifecycle\/plan-and-propose\/sponsor-requirements\/federal\/#workspace-reg\">Grants.gov Workspace for DoEd<\/a>, be sure to use your Grants.gov account that is linked to the DoEd UEI number.<\/p>\n<hr \/>\n<h2><a name=\"doe\"><\/a>Department of Energy (DOE)<\/h2>\n<p>UW PIs must forward their DOE proposals to OSP for submission.<\/p>\n<p>The <a href=\"http:\/\/www.energy.gov\/public-services\/funding-financing\" target=\"_blank\" rel=\"noopener noreferrer\">DOE<\/a> has an online funding opportunity and application portal called Advanced Research Projects Agency-Energy (ARPA-E) <a href=\"https:\/\/arpa-e-foa.energy.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">Funding Opportunity Exchange<\/a>. DOE has other funding opportunities that are submitted via <a href=\"http:\/\/www.grants.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">Grants.gov<\/a>.<\/p>\n<p>Review:<\/p>\n<ul>\n<li>UW <a href=\"https:\/\/www.washington.edu\/research\/announcements\/federal-administration-updates\/#doe-idc-update-10.20\">Guidance on DOE Indirect Cost Caps<\/a><\/li>\n<li><a href=\"https:\/\/www.energy.gov\/management\/financial-assistance\" target=\"_blank\" rel=\"noopener\">DOE financial assistance guidance and regulations<\/a><\/li>\n<\/ul>\n<p>The <a href=\"https:\/\/pamspublic.science.energy.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">Portfolio Analysis and Management System (PAMS)<\/a> is used to submit pre-applications, letters of intent, revised budgets, and receive merit reviewers&#8217; comments for the DOE Office of Science.<\/p>\n<p>DOE requires all <a href=\"https:\/\/www.washington.edu\/research\/glossary\/covered-individual\/\">covered individuals<\/a> to:<\/p>\n<ul>\n<li>Complete research security training prior to proposal submission. This PDF is used during the review process.<\/li>\n<li>OSP reviews the proposal in SAGE and in the sponsor system<\/li>\n<\/ol>\n<p>OSP submits the final proposal in the sponsor system.<br \/>\n<a name=\"nsf-biosketch\"><\/a><\/p>\n<h3>Biographical Sketches<\/h3>\n<p>NSF requires Biographical Sketches for senior \/ key personnel at the time of the proposal using the Common Disclosure Form in SciENcv.<\/p>\n<p>When the form is completed it requires each senior\/key personnel to certify that they are not party to a <a href=\"https:\/\/www.nsf.gov\/bfa\/dias\/policy\/researchprotection\/nspm33definitions.pdf#page=3\" target=\"_blank\" rel=\"noopener\">malign foreign talent recruitment program<\/a>, that the information is current, accurate, &amp; complete, and that misrepresentations\/omissions may be subject to prosecution.<br \/>\n<a name=\"&quot;Update\"><\/a> <a name=\"nsf-idp\"><\/a><\/p>\n<h3>Individual Development Plans for Post-Doctoral &amp; Graduate Students<\/h3>\n<p>For proposals that request substantial support post-doctoral and graduate students, each individual must have an <a href=\"https:\/\/new.nsf.gov\/policies\/pappg\/24-1\/ch-7-award-administration#ch7B7\" target=\"_blank\" rel=\"noopener\">Individual Development Plan<\/a>. These plans should map educational goals, career exploration, and professional development of the individual and be updated annually. NSF defines \u201csubstantial support\u201d as an individual that has received one person month or more during the annual reporting period under the NSF award.<\/p>\n<h3>Mentoring Plan for Post-Doctoral or Graduate Students<\/h3>\n<p>All proposals that request support for post-doctoral or graduate students require a single page <a href=\"https:\/\/new.nsf.gov\/policies\/pappg\/24-1\/ch-2-proposal-preparation#ch2D2i-i\" target=\"_blank\" rel=\"noopener\">Mentoring Plan<\/a>. The mentoring plan must describe mentoring that will be provided to all postdoctoral scholars or graduate students supported by the project. Individual separate plans are not required for each postdoctoral scholar or graduate student. The plan may, however, specify how components of the mentoring program will be enacted for the each of the two types of researchers.<br \/>\n<a name=\"nsf-tribal-nation-impacts\"><\/a><\/p>\n<h3>Seek &amp; Obtain Tribal Nation Approval for Proposals that May Impact Tribal Resources or Interests<\/h3>\n<p>NSF proposals that may impact the resources or interests of a federally recognized Tribal Nation will not be awarded by NSF without prior written approval from the official(s) designated by the relevant Tribal Nation(s).<\/p>\n<p><a href=\"https:\/\/new.nsf.gov\/policies\/pappg\/24-1\/ch-2-proposal-preparation#ch2E10\" target=\"_blank\" rel=\"noopener\">Proposals that may impact Tribal resources or interests must:<\/a><\/p>\n<ul>\n<li>Seek guidance from the potentially impacted Tribal Nation on activities that require review and prior approval from that Tribal Nation\u2019s authorized designee.<\/li>\n<li>Submit a written request to the relevant Tribal Nation (based on their guidance), for approval to carry out the proposed activity that requires their review and approval.<\/li>\n<li>Complete the checkbox for \u201cPotential Impacts on Tribal Nations\u201d on the Cover Sheet.
