Dept. of Energy Proposal Requirement – Promoting Inclusive and Equitable Research

As of October 1st 2022, the Department of Energy (DOE), Office of Science will require all DOE research proposals, including those to DOE National Labs, include a Promoting Inclusive and Equitable Research (PIER) Plan as an appendix to the proposal narrative. It should be part of the single PDF that is submitted with the application materials. It should not exceed three pages.

These Plans should describe activities and strategies applicants will incorporate to promote diversity, equity, inclusion, and accessibility in their research projects. These PIER Plans will also be evaluated as part of the merit review process and will be used to inform funding decisions.

Costs related to the development and implementation of a PIER Plan may be included in the budget as a direct cost. DOE expects the majority of those costs may be for personnel costs. Administrative costs are generally considered an indirect cost and cannot be charged as a direct cost to the project. Therefore, within the budget justification, ensure sure you describe the cost for development and implementation of the PIER Plan so it is distinguished from routine administrative personnel costs.
