Grant and Contract Awards and Amendments for Research, Development, Service, and Training



1. Authority of the Provost and Executive Vice President

Except as provided in Section 2 below, the Provost and Executive Vice President, or his or her designee, is authorized to act for the President of the University regarding the powers and duties delegated to the President in the Board of Regents Governance, Standing Orders, Chapter 1, Section 4, including the execution of grant and contract awards for research, development, service, and training, and agreements, assignments, and other documents necessary for the implementation of the University's Patent, Invention, and Copyright Policy (Executive Order No. 36) and Technology Transfer policy (Administrative Policy Statement 59.4).

2. Authority of the Executive Vice President for Finance & Administration

The Executive Vice President for Finance & Administration, or his or her designee, is authorized to act for the President of the University regarding:
  A. Certification of the federal cost accounting standards board disclosure statement;
  B. Negotiation of indirect cost recovery rates;
  C. Reporting expenditures and requesting reimbursement from a research sponsor, including any certifications required therewith;
  D. Releasing research sponsor from additional claims of reimbursement on completed contracts; and
  E. Negotiation and resolution of audit disputes or other prior contract-related disputes.
