HR/Payroll

Overview

A project is now underway to deliver a modern HR/Payroll system that will significantly improve support for critical HR/Payroll functions. It will provide better integration throughout the employment process, including recruiting, payroll, time and leave management and compensation and benefits management, while also strengthening regulatory compliance and providing better information for decision making.

This diagram shows the governance structure within the HR/Payroll program:
    • The HR/Payroll Program Sponsors include representatives from the Roadmap Executive Sponsors committee and is responsible for resolving cross program issues and competing priorities.
    • The HR/Payroll Program Advisors committee includes representatives from the Roadmap Oversight Group. This group is actively involved in providing oversight to large HR/Payroll program initiatives and resolving cross program issues.
The HR/Payroll Program Core Team prioritizes all HR/Payroll program efforts on a quarterly basis and raises issues about competing priorities to the steering committee.

This diagram identifies the eight major capabilities supported by the UW’s HR/Payroll systems:

  • Within each capability are subordinate activities and functions.
  • HR/Payroll program activities and systems support these capabilities.
  • HR/Payroll current level of system support is indicated by color coding on the map (note legend for details).

This diagram represents the legacy HR/Payroll systems that currently support enterprise-wide HR/Payroll capabilities within the UW. At this time, the University does not have a central HR information system, so to the extent that these functions are automated, it is through a variety of data feeds and manual processes.
Campus supporting systems utilize data either from the Enterprise Data Warehouse or from a data file/extract to upload and download transactions for posting and recording HR/Payroll activities.

Replacement Options

HR/Payroll system replacement options fall into a wide variety of solution types and vendor systems:

  • The UW’s current HR/Payroll system currently runs on a custom mainframe legacy system with some vendor applications
  • When the UW is ready to replace its core HR/Payroll system, there are a number of valid vendor options available within most of the solution types
  • For the HR/Payroll system, the UW is primarily focusing on subscription-based managed solutions or hosted licensed commercial software solutions

Timeline

This diagram shows a timeline for the UW’s HR/Payroll system initiative. Funding will be considered by the Board of Regents, as part of the One Capital Plan. Plans include:

  • Completed a needs assessment in fall 2011 and initiated a procurement effort to select the best, most cost-effective solution
  • Deliver functionality in phases starting in 2015, after funding is approved and a vendor contract is signed
