Harry P. Cain portrait. During World War II, Harry P. Cain as mayor of Tacoma received notoriety for refusing to support the internment of the Japanese. By the 1950s, however, as U.S. Senator from Washington he was one of the last to openly support Senator Joseph McCarthy. His reactionism cost him his Senate seat, one immediately filled by Henry M.
