Addresses questions of organizational design, personnel, and operations management to equip students with skills to perform effectively in mission-driven organizations. Core topics include organizational design, inter-organizational networks, human resources and staff management, improving service delivery and production flows, measuring and managing for performance, and ethical leadership.
This course focuses on critical factors that affect managing organizational performance. During the quarter we will: • Learn how performance measurement and management improves service delivery. • Sharpen skills for hiring, managing, and holding staff and contractors accountable. • Analyze and redesign services and delivery systems to serve customers better.
The course is structured into three modules, beginning with a focus on aligning mission with performance outcomes. In this first module, we learn how to define the direction and operational needs of the organization as mandated by the mission statement and by the needs of external authorizers and stakeholders. An examination of accountability mechanisms and performance management techniques enables you to identify qualitative and quantitative approaches to assessing your organization’s progress toward the goals that inhere in its mission. In the second module, we explore techniques for assessing and managing relations with individual staff, teams, and unions to enhance organizational capacity. The third module focuses on improving operations by redesigning work flows and processes, as well as planning and implementing information technology systems. At the end of the course, students will demonstrate their high performance skills in integrated strategic leadership.

We will build on work in Managing Politics and the Policy Process (PBAF511)in the fall, and on work in Budgeting and Financial Management (PBAF522) on understanding the role that financial management and measurement play in organizational capacity.
