Scholarly and practical aspects of environmental regulation. Examines literature concerning regulatory policy design, policy instruments, federalism, compliance, and enforcement. Studies selected federal, state, and other nations' environmental policies. Participants are expected to have a good understanding of American policy processes.
Class description
Description. This is a topics course addressing environmental policy with specific focus on environmental regulation. The theoretical foundations of the course address regulatory policy making, regulatory policy design, policy instruments, regulatory federalism, enforcement and compliance. These issues are considered with respect to a comparison of selected federal, state, and other nations environmental policies. The emphasis is on generic issues of policy design and implementation within differing political environments, rather than conducting applied policy analyses of current or prospective policies. The course should be of interest to those with interests in policy design and implementation as well as to those with topical interests in environmental policy and management. Participants are expected to have grounding in policy processes and be tolerant of journal articles involving empirical models.

Texts. There will be an extensive set of readings drawn from journal articles and case-like materials.
Class assignments and grading
Assignments. Seminar participants will be responsible for a set of analytic essays assigned throughout the quarter. Class sessions will consist of a mix of development of analytic perspectives and case discussion of regulatory policies.
