The White House Office of Management and Budget (OMB) Dec. 26, 2013 released its final guidance on "Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards." The guidance, termed here the Omni-Circular, supersedes the requirements of various other OMB circulars, including OMB Circular A-21, Cost Principles for Educational Institutions, and OMB Circular A-110, Uniform Administrative Requirements for Grants and Agreements With Institutions of Higher Education, Hospitals, and Other Non-Profit Organizations.

These new federal policies become effective for new federal awards and new funding for existing awards on Dec 26, 2014.

The University of Washington assembled a team to review and catalog changes that may affect UW policies, procedures and systems.

December 1, 2014 UW ready to implement changes
December 26, 2014 Guidance Effective for new funding received on or after December 26, 2014
June 30, 2015 End of the first UW fiscal year under the new guidance (audit requirements and negotiated F&A rates in place)
July 1, 2015 Beginning of first UW fiscal year under the new guidance
July 1, 2016 Changes to procurement provisions go into effect. (Note: this date represents a one-year extension of the original implementation date.)
