SUBJECT: Release of Data Included in Proposals
Attached is a copy of a Department of Health, Education, and Welfare (DHEW) release dated May 10, 1976, providing details on the procedures used by the DHEW to safeguard certain data included in funded proposals. Under this procedure, DHEW generally asks the University's Office of Sponsored Programs to coordinate the review of the requested proposal with the Principal Investigator. In the event the funding agency contacts the Principal Investigator directly, the investigator should contact Office of Sponsored Programs for assistance.
If the faculty investigator believes that copyrightable material and/or patentable data are contained in a new proposal being submitted, the investigator may wish to ask the Office of Sponsored Programs to include the following statement with the proposal:
It is believed that such a statement will prevent premature release of data by other Federal agencies not as thoroughly experienced as DHEW in dealing with requests submitted under the Freedom of Information Act.
