Office of Management and Budget (OMB) A-21, "Cost Principles for Educational Institutions" require verification of effort by faculty, staff and hourly employees for salaries and wages paid and/or cost shared on each grant and contract budget.
Faculty effort is the percentage of time faculty spend on instruction, research, patient care, administration, etc., which is compensated by the University of Washington. See GIM 35 for a discussion of faculty effort.
Faculty effort is reported on the Faculty Effort Certification Report (FEC).
Hourly Employees: Bi-weekly timesheets signed by both the employee and their supervisor may serve as the payroll certification for hourly employees provided the timesheets reflect hours by each funding source, i.e. budget, and that Management Accounting and Analysis has reviewed and approved the format of the timesheet for this purpose.
Other non-faculty Employees effort is reported on the Grant and Contract Certification Reports (GCCRs) which are available online once a quarter. Management Accounting and Analysis will send an email to department personnel who are set up in ASTRA as GCCR Generators when the report is ready for review and certification. GCCRs must be signed by the PI or an individual with suitable means of verification that the work was performed. All monthly GCCRs must be signed and retained by the department for six (6) years. This is a requirement of the University Records Retention schedule.
