There are three essential steps to the process of submitting an
application to NIH via Grants.gov relevant to understanding the
deadlines:

The completed application is submitted to Grants.gov
by OSP

The file is transferred from Grants.gov to ERA Commons

The application
is reviewed by the PI and confirmed to be correct in ERA Commons
by both the PI and OSP. If errors are found, the PI should notify
OSP to request that the application be rejected and a corrected
version resubmitted. If the application is not rejected within
two days (excluding Saturday and Sunday) of its appearance in
Commons, NIH will assume confirmation and continue processing
the application for review.
For an application to be considered “on time,” the
confirmed application must have been submitted to Grants.gov (Step
1) before the NIH due date.
