Dept of Education e-Application Instructions

All online applications to the Department of Education are required to be submitted through the office of Office of Sponsored Programs. The procedure for completing online applications is as follows:

  1. Access the Department of Education's web site at http://e-grants.ed.gov/e-app/eaHome.asp Establish a personal account by registering at the log-in box on the right side of the webpage. Log into the e-Application web site, and select the program announcement to which you wish to make application.


  2. Select the appropriate program application. The first screen you will encounter (the application portal) contains a series of tabs, including: a Legend, Application Forms, Important Information, etc. Scroll down on the right hand side, and under the tab entitled "Application Management" select "User Privileges".


  3. Click on "User Privileges" and in the center of the page under the heading of "User" and "New", enter GCSVCS in a fillable box as the new user. Click the "Assign" button on the right side.


  4. Click on the two pull down menus located beneath the "New User" field, and select "GCSVCS" as both "Application Manager" and "Authorized to Submit". Immediately scroll down to the bottom of the page and click the "Save" button. A message at the top of the screen will appear in green font indicating that GCSVCS is now the program manager and entity authorized to submit the electronic proposal.


  5. Principal Investigator privileges to view and edit remain intact, and the OFFICE OF SPONSORED PROGRAMS will not submit any proposals until the PI approves the submission.


  6. OSP will print and sign a copy of the 424 form, all certification forms, and forward them to the departments, which will be responsible for faxing them back to the Department of Education within three business days after the electronic submission.
