Transitioning to Grants.gov FORMS-C

NIH is transitioning to updated electronic application forms packages with a Competition ID of FORMS-C. This new form set will be required for all applications due on or after September 25, 2013. The updated forms will be incorporated into new and existing Funding Opportunity Announcements (FOAs) beginning this month. NIH will make every effort to post the FORMS-C application packages with the FOA at least 60 days in advance of the due date.


The formal NIH announcement and list of exceptions can be found on the NIH Guide Notice. The changes to Grants.gov forms are outlined here.


The majority of changes can be summarized in three areas:

1.       Some former attachments have become new data entry pages allowing NIH to capture new data elements.

2.       Some data entry pages are now attachments.

3.       The forms now allow for an increased number of senior/key personnel, performance site locations and stem cell lines.

The changes include electronic applications submitted under the continuous submission policy, administrative supplement requests (Type 3), change of organization requests (Type 6), and change of grantee/training institution requests (Type 7) submitted on or after September 25th, 2013.


At the University of Washington, you have the option to use SAGE Grant Runner for NIH R01, R03 and R21 applications with modular budgets. Grant Runner will support FORMS-C starting August 28th. We will contact you again when the new forms are available in Grant Runner.


NOTE: If you have already started an application with a sponsor due date of September 25th  or after which uses FORMS-B, you must download and use the new FORMS-C from Grants.gov or create a new SAGE Grant Runner application on or after August 28th in order to pick up the changes to the dataset. You cannot convert an application from FORMS-B to FORMS-C. Using FORMS-B after the September transition date will cause your submission to fail Grants.gov validation.



This fall, the Research Administration Learning Program will offer Grants.gov: The Basics and SAGE 102: Grant Runner for anyone needing hands-on training using these systems. The new forms will be used, but these courses will focus on system functionality, not form set changes.
