Subject: INSCOM CI Solution Final RFP (Amendment 2) released on the ARC

 

Dear UNIVERSITY OF WASHINGTON,

The National Security Agency wishes to inform you that the Final RFP (Amendment 2) for INSCOM CI Solution (INSCOM CI S) has been released through the Acquisition Resource Center (ARC) in Hanover, MD.

This is a classified acquisition and all information pertaining to it will be kept within SCI channels.

The following UNCLASSIFIED Final RFP (Amendment 2) documents are now available:
- DD254-Updated 091112

The purpose of this amendment is to:

1) change the proposal due date on the DD-254 to 09/27/2012 so that it conforms to the proposal due date in the combined synopsis/solicitation, and
2) change the language in block 13 concerning bullet 11.e to reflect the fact that there is no incumbent contractor and to reinforce the fact that INSCOM is pursuing full and open competition.

All other terms and conditions concerning this solicitation remain unchanged.

There are three ways to access the UNCLASSIFIED information:

1. ACCESS VIA NSANET:

If you have access to the classified NSAnet you may view the information by entering keyword GO ARC and navigating to Acquisition.

2. ACCESS VIA ARCnet PKI:

If you have an account with ARCnet PKI and a valid DoD PKI certificate, logon via www.nsaarc.net/arcnetpki/Login and navigate to the RFP section of your user account to access the release.

3. ACCESS VIA THE ARC Facility:

If you do not have access to the NSAnet you can schedule an appointment to view and/or receive a copy of the pertinent information at the ARC facility by making an appointment online at www.nsaarc.net and clicking on the [Visit the ARC] link.

Due to the highly sensitive nature of NSA acquisitions, ARC staff are not authorized to distribute documents and/or media by any means other than those listed above. Thank you for your understanding.

The following CLASSIFIED Final RFP (Amendment 1) documents are now available:

Paragraph 5 of this RFP has been amended to conform to the normal procedures for obtaining access to Request for Proposal (RFP) posted on the NSA Acquisition Resource Center (ARC). Interested parties are no longer required to contact INSCOM to obtain the classified documents associated with this RFP. Please follow the ARC’s normal procedure for obtaining access to RFP documents. Thank you for your cooperation.
