MRAM Email - Federal Government Shutdown, OSP Response

Dear Colleagues,

 

The Office of Sponsored Programs (OSP) is working diligently to determine the most appropriate UW response during the Federal shutdown. Impacts to application submission, award processing, no-cost extensions, and other tasks that require federal sponsor interaction are being assessed. Our commitment to help campus navigate sponsored programs administration is unchanged. We will continue to provide guidance as clearly and timely as possible.

 

OSP Guiding Principles for Federal Shutdown Response

·         We will continue with business as usual within the constraints created by unavailable Federal sponsor systems and staff. It is our goal not to “hold” any items, but rather, either process them to the extent possible or return them to the department until the shutdown is over.

 

Applications

·         Non-eRA Commons Grants.gov applications routed to OSP will be reviewed and submitted using the posted sponsor deadline.  These applications will process through Grants.gov and then wait until their sponsor system is back online.

·         eRA Commons Grants.gov applications have two options:

o   Applications will be reviewed and submitted using the posted sponsor deadline. These applications will process through Grants.gov and then wait until eRA Commons is back online.

o   The PI may choose to use additional time to refine the scope of work during the shutdown. The GIM 19 deadline will be re-set once the Federal systems are back online and sponsors have set new deadlines. The PI can designate this desire by either sending an email to the OSP staff member who is reviewing your application or by withdrawing their application and marking it RTS-No. In this first case, OSP will attach the PI email and document non-submission at the request of the PI, then return the application in SAGE.

·         Non-Grants.gov applications have two very similar options:

o   Applications will be reviewed and submitted using the posted sponsor deadline. These applications will wait until the required sponsored system is back online and then be submitted.

o   The PI may choose to use additional time to refine the scope of work during the shutdown. The GIM 19 deadline will be re-set once the Federal systems are back online and sponsors have set new deadlines. The PI can designate this desire by either sending an email to the OSP staff member who is reviewing your application or by withdrawing their application and marking it RTS-No. In this first case, OSP will attach the PI email and document non-submission at the request of the PI, then return the application in SAGE.

·         NOTE:  Once OSP performs their full review of the application, the application will be returned to the PI with a list of any suggested changes. Once the application is received back from the department with RTS=Yes, no re-review will be done before the submission process. This is standard practice. Therefore, if your application is reviewed by OSP and then returned to the PI for fine-tuning of the scope of work, when it is routed back to OSP only those items listed as suggested changes will be re-reviewed.

 

Awards

·         Federal awards will not be issued during the Federal shutdown. We will resume processing these awards when the Federal systems are back online and all current proposals are submitted.

·         Awards that have already reached OSP will be processed accordingly and sent to GCA.

·         Awards that have been issued a UW budget number and are expected to start this week can begin on time unless notification from the sponsor includes a “stop work” order.

·         If OSP receives an award-specific communication regarding terms and conditions, this will be uploaded to SAGE Attachments and the PI and eGC1 Admin Contact will be emailed.

 

Contracts

·         If a sponsor sends a stop-work order, OSP will immediately notify the PI and eGC1 Admin Contact. We are working with GCA related to how these budgets will be handled.

 

Advance Budget Numbers

OSP will continue to process these requests. Be conservative in your spending. If an award has not yet been granted, it is conceivable that the start date could be moved back and the 90 day pre-award time block will be moved back as well. Any spending before this time could be unallowable. The department assumes this risk.

 

Budget Extensions

Campus is welcome to submit these requests to OSP. Our office will review them and put them on hold until sponsor approval processes are available again.  If no sponsor approval is required (i.e., NIH Expanded Authorities), OSP will issue the request to GCA for processing.

 

Post Submission/Post Award Requests

When the standard process involves campus utilizing a sponsor system (which is currently unavailable) to make a request, please wait until the system is available and use the standard process.
