NIH & Grants.gov -- Holidays and the Application Viewing Window - 05/22/07
We repost here a recent reminder from NIH that holidays are not excluded from the two-day viewing window in ERA Commons for applications submitted via Grants.gov. Questions about this policy, and its impact in specific instances, can be directed to your OSP Administrator.
Reminder: Holidays and Application Viewing Window
Once all system-identified errors are corrected and an error-free application is processed by NIH, the application image is assembled and placed in the eRA Commons for viewing by the Principal Investigator (PI), Signing Official (SO) and now Assistants (ASSTs) that have been delegated PI status. If no action is taken by the SO to Reject the application, it will automatically move forward to the Division of Receipt and Referral after two full weekdays (Monday-Friday, including holidays). So, if the application image is assembled on Thursday, May 24, applicants have all day Friday, May 25, and Monday, May 28 to view the application in the eRA Commons. On Monday, May 28 (Memorial Day) at midnight Eastern Time the application will move forward.
The inclusion of holidays in the viewing window will be of even greater concern for applicants to the July 5 submission deadline for R01 renewals, resubmissions, and revisions, since the deadline is the day after the July 4 holiday. Although no changes can be made to exempt the July 4 holiday from the viewing window this year, we are exploring that option for the future. In the meantime, please plan accordingly.

NIH has adjusted the timeline for the NIH RO1 proposal submission via the Grants.gov system from October 1, 2006 to February 1, 2007.
After carefully considering input from the applicant community, analyzing the results of our first few submission rounds, and examining the timing of key submission dates in relation to other NIH initiatives, NIH has adjusted the implementation timeline for electronic application submission to provide an additional four months (one submission round) before the transition of the NIH traditional research grant (R01) mechanism and all subsequent mechanisms.
