New Account Setup: NIH SNAP Grants

In 1996 the NIH instituted new regulations to maintain accountability within the competing periods of NIH grants, but reduce the burden associated with annual fiscal reporting on research projects. Awards designated as subject to Streamlined Non-Competing Award Process (SNAP) on the NIH award documents are assigned one budget number for the entire competing period. A final fiscal report is required within 90 days of the expiration of the competing segment.

During the non-competing years the accounts are given an advance supplement by the New Accounts section in GCA (similar to the Advance Assignment of budget numbers and awards to non-SNAP NIH renewal budgets) until GCA receives the non-competing year award.

Departmental personnel continue to be responsible for completing the SNAP non-competing proposal which includes responding to questions related to balances and rebudgeting.

New budget numbers continue to be issued annually for NIH awards not covered by SNAP.
