Health and Human Services (HHS) is structuring its grants to result in meaningful and measurable outcomes and promote the goals of the Recovery Act. The evaluation criteria for awards will include those that will have an impact on the measurement and likelihood of achieving these outcomes, including, jobs creation and preservation.
HHS may consider obligating funds provided under the Recovery Act on an existing grant, including, but not limited to, a continuation or renewal of that grant. Grants and Cooperative Agreements will have unique requirements that include (but are not limited to):
