SAGE linked to FIDS

SAGE is now linked to the new Financial Interest Disclosure System (FIDS) which investigators will use to electronically submit their Significant Financial Interests (SFI) disclosures. The SAGE suite PI & Personnel page has several new features.

Personnel changes

Investigators

  • The PI is responsible for identifying all personnel who are also investigators, and all investigators will be personally responsible for their own SFI and Travel Disclosures. We added a new column for identifying investigators on the Personnel list.
    • The Investigator column will display “Yes” for all existing eGC1s and new eGC1s where the role type is PI, Multiple PI or Co-Investigator.
    • For new eGC1s, the Investigator column will default to “Yes” for Key Personnel, Mentor, Fellow, and Other, but the user can change it to “No” as necessary.

Significant Financial Interest (SFI)

  • SFI statuses will now come from the investigator’s disclosure for that eGC1.
  • There are four SFI statuses: Yes (disclosure completed, has SFI), No(disclosure completed, no SFI), Unknown (disclosure not completed), and Not applicable (person is not an investigator).

Compliance Details.

  • The Compliance Details column on the Personnel list displays the Public Health Service (PHS) FCOI training status and the disclosure status for all people listed. Only PHS investigators are required to take the training. All investigators are required to disclose for each eGC1, regardless of whether the sponsor is PHS or non-PHS.
  • On the Compliance Details column, anything that requires action will be displayed in bold font.

PI & Personnel History is a new section which displays all personnel changes that occur after an eGC1 has been approved by OSP.

Process changes

Disclosing SFI

  • Investigators must make a new disclosure for every eGC1 whether or not they have SFI.
  • Disclosures cannot be escalated; each investigator must complete their own disclosure.

Linking Disclosures to eGC1s

  • eGC1 Preparers should let the investigators know as soon as possible that they need to complete an SFI disclosure by clicking the new Send Disclosure Notifications button on the PI & Personnel page.
    • SAGE will only send one email message to each investigator.
    • eGC1 Preparers should follow up with all investigators who have not disclosed to ensure that no deadlines are missed.
  • When the notification is sent, FIDS will link the disclosure to the correct eGC1. When investigators log in to FIDS, they will see the Complete Disclosure button in the Disclosures section on the SFI Profile page for that eGC1. When they complete their disclosure, the Compliance Details status in SAGE will be updated.

Completing eGC1s

  • To complete and route an eGC1, all investigators must have received notification that they are required to disclose.
  • To mark the eGC1 as “Ready to Submit”, all investigators must have completed their disclosures.
  • For Grant Runner applications, OSP will not be able to send the application to the sponsor until all disclosures are completed.

Changing an eGC1 after approval

  • If new investigators are added to a project, they need to be listed on the eGC1. You may now change personnel on the PI & Personnel page after an eGC1 has been approved by OSP.
  • If investigators are paid on the budget for an eGC1, they can also add themselves through FIDS.
  • PIs are responsible for alerting OSP of any personnel changes that require approval by the sponsor.
