Pursuant to the provisions of WAC 197-11-460 & 510 and WAC 478-324-140, the University of Washington hereby provides public notice of the:

Determination of non-significance

Project Name: Seattle Campus — West Campus Utility Plant

Proponent: University of Washington

Description of Proposal: The proposed West Campus Utility Plant (WCUP) Project is intended to provide additional capacity for processed chilled water and emergency power to serve existing and future development in the West Campus and South Campus areas. The proposed building would be one story plus a partial basement. The roof will contain essential equipment and has a screen wall. Including the roof, the square footage is approximately 19,000 gross square feet. The structure will include generators, chillers, cooling towers and associated equipment. Equipment will be housed inside the structure and on the roof. When fully built-out, the plant will have capacity to produce 12 megawatts (MW) of emergency power and 6,000 tons of processed chilled water (PCW). Phase I will construct the WCUP building, install equipment to produce approximately half of the full capacity (6 MVV and 3,000 tons), provide interior space and infrastructure for the future build-out, and run distribution systems sized for the full capacity to the south campus.

Location: The project site is located on the Seattle Campus in the West Campus area. The site is bounded by University Way NE on the west, the U’V Police Station on the north (under construction), an alley, the Church of Latter Day Saints and a City of Seattle City Light West Receiving Station on the east and the Burke Gilman Trail and NE Pacific Street on the south.

Lead Agency: University of Washington

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.2 IC.030 (2) (c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

This DNS is issued under (197-1 1-340 (2)); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by April 23, 2015 to:
