UNIVERSITY OF WASHINGTON DETERMINATION OF NON-SIGNIFICANCE (DNS)

Project Name:      University of Washington Bothell Conservatory and Sports Field Project (Preliminary and Final Planned Unit Development Phase 5)

Description of Proposal:  The project consists of a new sports field complex and an approximately 4,000 square foot wetland conservatory building.  It is Phase 5 of the University of Washington Bothell/Cascadia Community College campus development.  The new sports fields will consist of a 2.5 acre (100,000 square feet) sports field complex which will include a shared soccer and softball field, tennis courts, basketball courts and a sand volleyball court.  The Sarah Simonds Green Conservatory will create a place of study, research and appreciation for plant life.  The conservatory will be approximately 4,000 gross square foot structure.  It will include a greenhouse, classroom, display area, etc.  The conservatory will be open to the public.

Location of Proposal:    University of Washington Bothell/Cascadia Community College campus in Bothell, Washington.  The 2.5 acre sports field complex site is located in the eastern central portion of campus, immediately east of the North Creek Events Center and adjacent to the Regional Trail.  The approximately 4,000 square foot Sarah Simonds Green Conservatory site is located in the northern portion of the campus near the North Parking Garage and just off the Regional Trail.  The campus itself is located at the northwest corner of the SR 522 and I-405 Interchange, within the City of Bothell.  Beardslee Boulevard boarders the northern potions of the site near the NE 195th Street interchange.

Lead Agency:    University of Washington

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment.  An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2) (c).  This decision was made after review of a completed environmental checklist and other information on file with the lead agency.  This information is available to the public on request.

This DNS is issued under (197-11-340 (2)); the lead agency will not act on this proposal for 14 days from the date below.  Comments must be submitted by November 29, 2011.  They may be sent to either Richard K. Chapman or Jan Arntz.  The addresses are listed below.

Notice of Expedited Rule Making (Per RCW 34.05.353)

Title of Rule and Other Identifying Information:  Housekeeping amendments to Title 478 WAC rules, including ten sections from seven chapters.

Statutory Authority for Adoption and Statute Being Implemented:  RCW 28B.20.130.

Purpose of the Proposal and Its Anticipated Effects, Including Any Changes in Existing Rules:  Housekeeping amendments to Title 478 WAC rules are needed for the following reasons:

  • Updating citations and references from the former University Handbook to the current UW Policy Directory in WAC 478-120-050, 478-124-030, and 478-136-012.
  • Amendments that clarify the meaning of a rule without changing its effect are made in WAC 478-108-070, 478-116-111, 478-116-325, 478-120-050, 478-136-012, and 478-324-140.
  • Job titles are updated in WAC 478-355-020, 478-355-030, and 478-355-060.

Some sections contain more than one type of housekeeping correction.

Reasons Supporting Proposal:  Housekeeping amendments to the UWs WAC rules keep the rules updated and accurate.
