Notice of Expedited Rule Making (Per RCW 34.05.353)

Title of Rule and Other Identifying Information: Chapter 478-165, WAC, “Cost Savings in Course Materials.”

Statutory Authority for Adoption and Statute Being Implemented: Chapter 241, Laws of 2009; Chapter 28B.10.590 RCW; and RCW 28B.20.130.

Purpose of the Proposal and Its Anticipated Effects, Including Any Changes in Existing Rules: During the 2009 Legislative Session, Chapter 241, Laws of 2009 amended RCW 28B.10.590 and required the University of Washington to amend its rules accordingly. The statute now requires book stores affiliated with the University of Washington to disclose additional specific information to students on required course materials, and for University faculty to consider additional means by which to provide the least costly course materials, when educational content is comparable. The University of Washington proposes amending chapter 478-165 WAC with essentially the same language as the amended statute.

Reasons Supporting Proposal: The content of the proposed rule is dictated by statute.

NOTICE: THIS RULE IS BEING PROPOSED UNDER AN EXPEDITED RULE-MAKING PROCESS THAT WILL ELIMINATE THE NEED FOR THE AGENCY TO HOLD PUBLIC HEARINGS, PREPARE A SMALL BUSINESS ECONOMIC IMPACT STATEMENT, OR PROVIDE RESPONSES TO THE CRITERIA FOR A SIGNIFICANT LEGISLATIVE RULE. IF YOU OBJECT TO THIS USE OF THE EXPEDITED RULE-MAKING PROCESS, YOU MUST EXPRESS YOUR OBJECTIONS IN WRITING AND THEY MUST BE SENT TO:

Rebecca Goodwin Deardorff, Director of Rules Coordination, University of Washington, Box 351210, Seattle, WA 98195-1210, rules@uw.edu, 206-685-3825 (FAX) AND RECEIVED BY Nov. 23.
