DXARTS FREMONT STUDIO REGULATIONS
Building Access
- All DXARTS faculty, staff, and graduate students will have 24 hr access to the studio building.
- Access codes are provided by technical staff only after all appropriate administrative and safety forms and documentation have been completed.
- Access is granted only to fully enrolled students and is solely a temporary and conditional privilege. Access is not a right, nor is it an implied guarantee that studio space will be provided as part of a standard doctoral appointment.
Alarm and Security Systems
- The alarm system must be disabled upon entry and enabled upon exit. A 24 hr video surveillance system is being installed that will be used only as a back up for event capture and monitoring.
- Each DXARTS member will be issued a numerical security code, used to disarm the security system, and an alphanumeric security password, used in case of a false alarm. This code is issued to a single individual; unauthorized transfer or sharing of codes is strictly prohibited and will result in disciplinary measures listed below.
- False alarms that are not appropriately cancelled and that result in a Seattle Police dispatch will incur a city ordinance fee of $135.00. The payment of this fee will be incumbent on the person(s) who failed to respond appropriately and/or on time to halt the dispatch. The studio will be off limits to these individuals until this fee has been paid and cleared by the Police Department.
- Any student who fails to follow security protocol and directly causes a security breach will be immediately suspended from the program. A security breach may include, but is not limited to, theft or assault. Furthermore, any student who commits a crime will be prosecuted to the full extent of the law.
- Access to the building does not imply access to machine shop equipment. All faculty, staff, and graduates must pass rigorous OSHA certification training to use DXARTS machine shops and must follow all shop regulations. Shop courses are available through Russ Noe in the Mechanical Engineering Shops.
Authorized Users
- All qualified DXARTS faculty, staff, and graduate students have 24 hr access to the studio building. Access will also be granted to select UW faculty, visiting scholars, students enrolled in Fremont DXARTS Mechatronic courses, and DXARTS undergrads and non-majors with honors studio or other approved projects. Access for these select users is 24 hr, but is strictly limited to the Mechatronics classroom, kitchen, and bathroom. These select users have NO studio, wood or machine shop privileges unless specifically granted. Even if such privileges have been granted, these select users must be personally escorted by the certified DXARTS Shop Steward and are only allowed access from 9:00 am to 5:00pm.
- ALL DXARTS doctoral students and majors wishing to use the "Observatory Space" must sign up with Cynthia Caci. All undergrads must have a doctoral student sponsor who will supervise activities. Doctoral students signing off as sponsors for undergrads will be held responsible for any accidents, damage, or infractions that occur during the undergrad's use. Security cameras, faculty, staff and graduates will be utilized to strictly enforce this regulation. DXARTS faculty, staff and doctoral students have specific shop access defined below.
- Visitors such as family, friends, and collaborators are encouraged to be invited. However, visitors must be sponsored, must have a chaperon at all times, and are allowed to be in the space only for certain periods of time under very specific circumstances. All visitors must be approved by the Director or Associate Director except visitors who are present only for a simple pick up or drop off and visitors who are the immediate family of DXARTS faculty, staff, and students. Visitors who require approval will be issued a building pass, which is identical in function to campus building passes, and will be subject to the same rules and regulations as a student. Sponsors must inform their visitors of these regulations, and sponsors will be held liable for any violation of a regulation that is committed by their visitors.
Violations and Access Status
- Students breaking any of these regulations for the first time are generally issued a warning. If a second infraction occurs, students receive a 2 week lockout of all DXARTS campus and non-campus facilities and equipment. If a third infraction occurs, they will be summarily dropped from all their current DXARTS courses and permanently blocked from all future DXARTS courses, labs, and equipment access. However, for severe infractions that show evidence of extreme negligence or malicious intent, DXARTS reserves the discretion to use the full range of disciplinary policy, including suspension without warning.
- Ongoing access to studio space will be granted as necessary only to graduate students in good academic standing who have two or fewer previous security and safety infractions. Students who have three or more facilities violations will lose access to DXARTS Fremont facilities. To complete their required course work and remain in good academic standing, banned students must provide themselves with studio resources equivalent to those at Fremont. In any case, incomplete studio work will never be excused because a student lost access to DXARTS Fremont facilities. Studio access is a privilege and not an intrinsic right guaranteed by DXARTS or the University of Washington.
Storage
- Small scale temporary storage is granted only for non-flammable and non- hazardous materials that are being used immediately for approved research. All materials not meeting this standard will be immediately disposed of at their owner's expense.
- All students using Fremont must purchase a steel three drawer rolling cart to be their primary tool and equipment locker. Such carts are available at Lowe's or Home Deport for $50.00-200.00. These carts are to be nested under the rolling work tables in the open working area. They must be clearly labeled with the student's name on the top and both faces. Students must put away their tools everyday, nest their lockers, and put away DXARTS tools at the end of everyday use! THIS IS REQUIRED!
- The mechatronics and electronics work benches are not for storage of equipment or leaving projects out for extended periods. Their use is for precision electronic work and fabrication only, and they must be cleaned off everyday when the student leaves.
- The large rolling tables in the common studio area are the only tables where students may leave projects in partial assembly and test state. Each student should use no more than one table.
Emergency
- Students are to dial 911 in case of any life threatening emergency and be prepared to offer the address of the facility: 102 1/2 NW 36th Street, Seattle, Washington. The phone number is 206-221-2651. The phone is strictly for campus business. All students must know where the fire extinguishers and the first aid kits are located. They must familiarize themselves with the use of both. Any significant shop incident must be written down and logged. The Office Manager will turn these into the Office of Health and Safety.
Safety
- Even when used properly, the security systems in place are not a guarantee of Safety; they are provided only as a possible deterrent. In all circumstances, students must use extreme caution and best practices for their own safety and the safety of others.
- DXARTS is not required to provide off-campus studios as a part of its educational package. The off-campus studios are offered only as funds are available and only to those students whose research requires physical space that is not available on campus.
- All students must use shop logs! Students must sign in daily for each shop and must clearly state which machines they have used and the condition they found it in. THIS IS REQUIRED! This includes listing the blast gates for the vacuum systems used, presses, vises, mill ends broken, files, hand tools--everything must be documented.
Rotation, Responsibilities and Commitment
- Access to the Studio, "Observatory," machine shop, and woodshop is granted specifically and only in exchange for in-kind donations of time--no less than two, six hours blocks per month--by each doctoral student requesting access. These two blocks are called rotations, or rota's for short. These rotations must occur Monday through Friday and between the hours of 10:00 am -12:00 pm and 1:00pm - 5:00 pm. Responsibilities required during this time are as follows:
- a) Call into Office Manager and let them know you are there,
- b) Locating ALL DXARTS hand tools and equipment, and placing them back in their cabinets and locations.
- c) Completing a full inventory of shop logs for damage, and looking at all machine and wood shop tools carefully; forwarding an email to Office Manager if there is broken or misused equipment
- d) Completing a quick inventory of the toliet paper and trash bags, etc.; notifying Mike Furr to have more purchased if necessary.
- e) All rota docs will sweep the shops and dirty spaces with compound and throw the compound away.
- f) Set the alarm and leave if no one is there.
- g) Accepting and signing for delivery of DXARTS shipments, answer phone or email daily, maintaining kitchen, checking network, and acting as Shop Steward for DXARTS doctoral students only. The Office Manager and James Coupe oversee the time schedule.
Studio Usage
- The studio area is considered University Property. It is divided into common studio area, classroom areas, faculty studios and the "Observatory." The common studio area is designed to handle small scale, non-commercial assembly, prototyping, invention, testing, performance, and exhibition at the graduate desk and staging areas. The space is not an isolated personal studio. Only one assembly table area is available per student regardless of studio demand.
- The studio requires good DXARTS citizenship, respect, consistent application of the honor system, and extreme vigilance on securing both personal belongings such as purses, wallets, and ipods, as well as securing DXARTS owned equipment such as laptops, dv cameras, drives, and power supplies. DXARTS is not responsible for the theft or damage incurred by the use of these spaces. Students are, however, responsible for the safe use of their assembly space and all shops, as well as the safe use and return of all DXARTS-owned equipment. Failure to do so will impact both the grades, access, and standing of the student in the program and on campus. Students are legally liable for proper treatment as outlined in the required lend/lease form.
Shop Usage
- All faculty, staff and students must complete required UW/DXARTS campus OSHA certificate training courses prior to the use of ANY permanent shop tools, including, but not limited to, table saws, band saws, panel saws, mills, drills, sanders, sawzall, welder, torch, plasma systems, etc. ALL users must have OSHA approved eye protection, ear protection, and, in the woodshop, a functional dust mask or respirator. All users must follow the detailed written or verbal instructions given at the time of shop orientation, posted as notices, or sent to them via other means, such as email, letter, or phone. Failure to abide by the regulations and safety procedures set forth can result in serious injury or death. Accidents happen; we'd like to keep them to an absolute minimum. DXARTS is not responsible for the misuse of tools or any injury resulting from negligence on the part of the user. Further, DXARTS is not responsible for accidents caused by inaccurate judgment, unforeseen and catastrophic failure of equipment, or acts of God during, but not limited to, earthquakes, volcanic eruptions, etc. DXARTS is also not responsible for any collateral damage to the building, personal property, or others accidentally or purposefully injured outside the shop area. Any attempt to circumvent these regulations and safety procedures is grounds for immediate and permanent removal of access to DXARTS shops and labs, both on and off campus.
- Once completed and certified, Faculty have 24 hr unsupervised access to the shops but are encouraged to use the utmost care and "best" practice during all shop usage. Doctoral students "MUST" have a OSHA certified student present in the building while they use permanent power tools in the shops. Graduate student access is from 6:00 am until 12:00 am. No usage of permanent shop tools are allowed from 12:00 am until 6:00 am. Undergraduate majors and students enrolled in courses that require shop use "MUST" have a Doctoral Shop Steward or an OSHA certified TA in their physical presence while using the permanent power tools. The Steward will help them set-up and perform all cutting and shop tool procedures. If for any reason the Shop Steward or TA feels unable to perform the procedure, the student must undertake that procedure in another fully staffed shop in campus.
- Students recognizing shop tools that need adjustment or repairs "MUST" notify the Shop Steward, TA, or faculty of the problem and must not use the tools until completely repaired and approved for use. This must also be stated in the shop logs.

- Safety signs are placed in easy-to-read, easy-to-find locations. Local emergency numbers are on a sign posted next to the telephone by the kitchen.
Staging Area
- The Fremont Studio area has one large 30' X 20' reservable experimental space called the "Observatory." Its access is limited to one week increments and by check out only. Students may not double dip and sign up for more than one week in a row or more than one week per quarter. Only, if it is not reserved at the time of check-in, may the reservation be continued - and for a total two week maximum. Groups of students may form a collaborative and use the space flexibly, together during a week, but the single person who signs for the space will ultimately be responsible for the appropriate use and return of the space to its proper condition. The Checkout log will be posted weekly, and administered by the Office Manager. The "Observatory" is not an overflow storage area, nor a kitchen, or party center; it is to be kept clean and free of debris, and all students completing their checkout period must return the area to the exact pristine condition in which it was received. This includes cleaning; vacuuming; removal of tape, hangers, staples, and electrical work; and, if necessary, touch up painting of the walls. Students must provide their own paint, patch, cleaning, and repair tools. Some tools are available at Fremont to assist this process, but lack of repair tools and materials will never be considered an acceptable excuse for incomplete return of the "Observatory." Students checking out the "Observatory" must do a thorough inspection before taking occupancy, otherwise any incomplete issues with cleaning, painting, and repair will be assigned responsibility to the current occupant regardless of condition at checkout. Studio access is a privilege and not an intrinsic right guaranteed by DXARTS or the University of Washington.
Electrical Usage
- Some exercises and practices in DXARTS deal with discussions and concepts that can use electricity or electronics as possible components in their solution. DXARTS strives to give some basic background information concerning the safe and effective use of electronics in art. However, DXARTS, the University, and DXARTS instructors assume no liability for use of electricity by students. DXARTS assumes students involved in the use and fabrication of electrical and electronic components in their work have strong familiarity or prior knowledge in using electricity. It is assumed students will always use the best judgment possible and will never attempt electrical work that is beyond the scope of their technical expertise or understanding. Use of electrical or electronic components is entirely elective and is not mandatory for effective completion of DXARTS courses. Students assume all liability in its use and are entirely responsible for using electricity safely.
- All students must own two heavy duty power strips and two heavy duty extension cords for use on site.
Kitchen Usage
- The Fremont Studio Kitchen is provided as a convenience only. All students using the kitchen must thoroughly clean up after themselves. No paint, chemicals or non-food items are to be placed in the kitchen or washed down the sink. No kitchen surface areas are to be used as work areas; they are for eating and food preparation only. All food and beverages must be labeled with the name of owner and the date it was placed in the refrigerator or cabinets. All snacks and chips must be completely sealed or placed in tupperware. The graduate student signed on duty everyday will review the refrigerator and cabinets as a part of daily clean-up and will remove anything more than 5 days old. Anything without a name is subject to immediate removal. Fremont is a certified OSHA work environment. There are no drugs or alcohol, allowed on premises or in the Kitchen unless provided and served for a formal event sponsored by DXARTS. These events will have been approved by the Directors and have proper University approval and licenses.
Internet Usage
- The use of the Internet at DXARTS Fremont is identical to the governing policy on campus. The use of the Internet is for course- and research-related work only. Any attempt to circumvent university regulations and procedures regarding the Internet is grounds for immediate and permanent removal of access to DXARTS shops and labs, both on and off campus, and all possible legal action by the University.
