Monitoring & Evaluation
A monitoring and
evaluation system tracks the effectiveness of the U-PASS program.
As discussed throughout this report, this system includes annual traffic
surveys, a biennial transportation phone survey (last conducted in October
1998) and the monthly monitoring of each U-PASS element.
The October 1998 survey indicated that 72 percent of U-PASS holders
were very satisfied with the program, up from 67 percent in 1992.
Another 21 percent indicated that they were somewhat satisfied with the
program. The survey also indicates that 68 percent of U-PASS holders
take advantage of two or more U-PASS options.
