The number of faculty/staff SOV parking permits outstanding in October 1996 was down 24 percent from October 1990. However, in the last two years there has been a gradual increase in the number of permits outstanding. This could possibly suggest a plateau phase of the program among faculty and staff.  The number of student parking permits outstanding has declined 8 percent from 1990. Because the University has allowed students to take advantage of the temporary increased supply of parking inventory in the West Campus Garage, the number of student permits outstanding increased in 1996.

The 22 percent campus-wide reduction of SOV permit sales has also resulted in the reduction of the number of parking spaced used on campus. Parking lot utilization was nearly 88 percent prior to the U-PASS and the number of available parking spaces was 12,276. By October 1996, parking lot utilization was at 80 percent even though there were only 11,300 parking spaces, a loss of 655 parking stalls.
