A monitoring and evaluation system tracks the effectiveness of the U-PASS program. This system includes annual traffic surveys, a biennial transportation telephone survey (last conducted October 1996), and the monthly monitoring of each U-PASS element.

The October 1996 survey indicates that 74 percent of U-PASS holders are very satisfied with the program, up from 67 percent in 1992. Another 24 percent indicated that they were somewhat satisfied with the program. The survey also indicates that 58 percent of U-PASS holders take advantage of two or more U-PASS options.
