City/University Agreement
The City/University Agreement the negotiated agreement between the University of Washington and community leaders that governs the campus master planning process.

Draft Environmental Impact Statement (DEIS)
A Draft Environmental Impact Statement contains the lead agency's analysis of a proposal, and provides an opportunity for agencies, affected tribes, and the public to review the document and provide suggestions for improving the adequacy of the environmental analysis. There is a 30-day comment period required for a DEIS.

Environmental Impact Statement (EIS) Scoping
Scoping is the first step in the Environmental Impact Statement (EIS) process. The purpose of scoping is to narrow the focus of the EIS to signficant environmental issues, to eliminate insignificant impacts from detail study, and to identify alternatives to be analyzed in the EIS. Scoping also provides notice to the public and other agencies that an EIS is being prepared, and initiates their involvement in the process. The University will use expanded scoping which is intended to enhance public and agency participation.

Final Environemt Impact Statement (FEIS)
A Final EIS provides decision makers with environmental information about a proposal to help them decide whether to approve the proposal, approve it with conditions (mitigation), or deny the proposal. It is the lead agency's record of the environmental analysis conducted for the proposal. The Final EIS includes information and input from the lead agency, other agencies with jurisdiction or concern, tribes, and the public regarding the proposal. The lead agency must consider comments received during the Draft EIS comment period, and respond to them in the Final EIS. Agencies may take action seven days after the Final EIS has been issued.

General Physical Development Plan (GPDP)
The GPDP is a conceptual master plan to guide the physical development of the University of Washington's Seattle campus from 1991 until 2001. The GPDP remains in effect until a new Campus Master Plan is adopted and approved.

State Environmental Policy Act (SEPA)
SEPA is the state law that requires the university to prepare an Environmental Impact Statement in conjuction with the Campus Master Plan Process.

Transportation Management Plan (TMP)
The TMP is the element of the Campus Master Plan that deals with how the university will handle the transportation needs of all those who travel to campus. The TMP is especially concerned with absorbing travel needs without adding more single occupancy vehicles to the already crowded street network.
