The Future of Public Education in New Orleans
In the aftermath of Hurricane Katrina's devastation, a wide array of policy alternatives must be examined, especially around educating the poor. The Evans School's Paul Hill, Research Professor, has just co-authored an essay suggesting that education could be one of the bright spots in New Orleans' recovery effort, which may even establish a new model for school districts nationally.

    PROFESSIONAL DEVELOPMENT

Strategic Marketing in the Public Sector
    March 22 - 24
Though we may not be calling it marketing, most of us working in public sector agencies make decisions and manage programs and people on a daily basis that impact revenues, funding, customer satisfaction, constituent perceptions and public behavior. This three-day course will present a comprehensive overview of the major applications of marketing principles and techniques in the public sector, and the benefits of thinking and acting like a strategic marketer.

    Managing the Budget Process
    March 27 - 31
Often misunderstood, budgeting is not just a financial tool but a process in which government or an organization frames policies and sets priorities. This course seeks to build managers' and budget officials' abilities and confidence to develop realistic budgets and participate effectively in this policy process. Through case studies, applied exercises, and guest speakers, this course focuses on the practical skills needed to analyze budget information, identify ways to improve service quality and productivity, and effectively communicate with elected officials and the public.

    Managing for Performance
    April 3 - 4
Elected officials, customers, citizens, and stakeholders have come to expect improved performance from government agencies as well as from the organizations with which they interact on a daily basis. Participants will explore how, when, and why these concepts may or may not be usefully applied in the public and nonprofit sectors. Course concepts include benchmarking; designing scorecards; setting targets; developing performance measures; aligning organizational and integrating individual performance; creating an organizational culture focused on results; and reporting results to the public.

Show Me the Money: Putting Meaning Behind the Numbers
    April 20 - 21
More than ever in these economic times, everyone involved in the financial aspects of an agency must have a clear understanding of its current fiscal status. Further, managers often need to be familiar with the financial condition of those agencies or organizations with which they partner. Finally managers need to be aware of the nature and behavior of costs so they use appropriate ones in the type of decision-making that relies on the use of cost data. Some key objectives of this course include understanding and using financial reports and translating financial information into common terms.

Strategic Management in a Political Environment
    April 24 - 28
A difficult task for any manager is working at the intersection of political pressures, policy goals, and program operations. This course develops the skills of managers at this critical boundary. The focus is on strategic thinking about the analysis, design, and implementation of effective policies and programs in a public sector environment. It explores how a manager translates broad policy directives into specific programs and actions, provides practical advice for executives and legislators, integrates new policy initiatives into existing operations, develops strong professional and collegial relationships, and enhances the agency's strategic planning and use of resources.

    Resolving Conflict and Building Consensus
    May 7 - 13
This course provides managers with concepts and tools for resolving disputes among staff, between jurisdictions, between branches or levels of government, and between organizations, businesses, and citizen groups. Participants develop strategies for building consensus, helping parties move beyond stated positions, and crafting innovative solutions to common problems. The course will address one time negotiations, as well as negotiations where the establishment or maintenance of relationships is important.
