Accountability for Tax-Free Ethyl Alcohol(Approved by the Executive Vice President by authority of Executive Order No. 5) 1. PolicyThe Bureau of Alcohol, Tobacco and Firearms requires that the use of tax-free alcohol shall be restricted to scientific, medicinal, and mechanical purposes. Users must maintain positive control over supplies received, issued and/or stored that can be verified by records maintained and available for audit at any time. 2. University RegulationsUser departments shall maintain a Tax-free Alcohol Record form or a similar record that provides the same minimum documentation covering supplies received, issued, and on hand. User departments shall ensure that necessary information is available in users' departmental files whenever an audit is made. User departments shall be responsible for instituting monthly inventories to reconcile receipts and issues with quantities on hand, review storage practice, and correct any deficiencies. Only University Stores, the permit holder, located in the Health Sciences Center, is authorized to purchase alcohol, and all user departments must obtain their supplies from this source. University Stores establishes and maintains information for departmental use about University regulations designed to ensure that the requirements of the Alcohol and Tobacco Tax and Trade Bureau (TTB) are met. 3.
