  • Agency
    Agency includes state institutions, colleges, community colleges and universities, the offices of the elected state officers, the supreme court, the court of appeals, the administrative and other departments of state goverenment, and the offices of all appointed offiers of the state, excluding the legislature.
    Cartage
    Transportation of goods from storage-in-transit to final destination.
    Certified Storage Warehouse
    The holding of a shipment in the warehouse of the carrier or its agent, for storage, pending further transportation. The carrier takes possession/ownership of the goods until delivered. Storage in a mini-storage unit is not considered a certified storage warehouse.
    Constructive Highway Mileage
    The distance from origin to destination based from regulated WUTC and ICC mileage tariffs. This distance does not encompass point to point mileage but is set by metropolitan areas.
    Consignee
    The receiver to whom the goods are shipped.
    Drayage
    Local hauling by commercial vehicle.
    Employee
    A person who is employed by a state agency. Also referred to as the "shipper."
    Estimate
    The foundation to the possible costs that may be incurred for shipment of goods. Calculations include transferring cubic foot measurements into weight with appropriate tariff rates applied based on a visual inspection of the goods to be shipped. Estimates are not binding.
    Hiring Agency
    The hiring agency agrees to pay for relocation of household goods service, within the maximum allotments of state regulations, RCW's, and WAC's (or lessor imposed allotments of state regulations set by the hiring agency) of new hired employees and/or transferred employees.
    Interstate
    Traffic crossing state lines in the course of transportation.
    Intrastate
    Traffic moving between points within one state and not leaving the state in the course of tranportation.
    Metropolitan Area
    That area which falls within the city limits of a particular city or town and a 35 mile radius thereof.
    OSP
    The State of Washington, Office of State Procurement
    Olympia
    The capitol of the State of Washington.
    Per Diem
    Monetary allotment that transferred employees may request reimbursement to cover the expense of food, gas, and lodging during their relocation. Per Diem is not authorized for transferred employees' family members.
    Receipts
    Documentation you obtain and keep for fuel, tolls, packing material, labor costs for packing or loading or unloading, equipment rental.
    Secondary Shipments
    The shipment of remaining household goods that do move in conjunction with and/or not transported at the time of the original shipment of household goods.
    Shipper
    The employee or client (owner of the goods).
    Single Shipment
    The transportation of all the employee's household goods from origin to destination conducted at the same time. This service can include extra pickup or delivery (within 35 miles of origin/destination) and storage-in-transit.
    Stopping-In-Transit
    An arrangement when a moving van may start at one point and is stopped at another enroute for the purpose of loading, completion of loading or partial unloading.
    Storage-In-Transit
    Is the holding of the shipment in the warehouse of the carrier, for storage not exceeding 180 days, pending further transportation to final destination.
    Stowage
    The placing of goods into a container with proper protection for transportation.
    Traffic Manager
    The State of Washington Traffic Manager of the Department of General Administration, Office of Procurement.
    Transferred Employee
    A person employed and directed by the University of Washington to relocate to a new duty station.
    Transit
    The relocation of goods from origin to destination by a common carrier.
