Subcontracts for Collaborative Research

  • There are two types of research subcontracts:
  1) Subcontracts administered by OSP: funded by grants, contracts, or foundations: http://www.washington.edu/research/osp/gim/gim7.html
  2) Subcontracts administered by the Purchasing Dept: These subcontracts are funded by other sources, such as gift funding or the State of Washington. Campus departments need to complete a subcontract template (see link below), reference the requisition number, and forward to the Purchasing Department Subcontracts Manager (Box 351110), http://www.washington.edu/admin/purchstores/resources/subcontractform.pdf

How to determine the current status of a subcontract (i.e. -how to do a “requisition inquiry” in PAS):

  1. Log on to PAS
  2. At the PAS Main Menu screen:
    -Enter 4 (Requisition Inquiry) in the Action Box; [send]
  3. At the Requisition Inquiry-Introduction screen,
    enter the requisition number; [send] + [send] again;
  4. Next screen displayed: “Requisition Inquiry- General Data”
    Look at the bottom-right of the screen, at the information located
    in the “Orders =10” field:
    a. if “NO” is indicated, the subcontract has not been returned fully executed
    b. if “YES” is indicated, the subcontract has been returned fully executed
      -Enter “10” in the Action Box and [send]
      -Next screen: Order Inquiry Status; to inquire further:
         1-Enter an “X” in the “Sel” field next to the order information
         2-Tab to Action Box and enter “04” for “Order Detail”; [send]
         Next screen: Order Inquiry Detail – will contain subcontract details
    c. if “MAN” is indicated, the subcontract has been returned fully executed.
       (“MAN” is an abbreviation for “Manual” which means the Subcontractor is
       foreign vendor and payments will be processed manually.
      

Modifications: To check the status of a subcontract modification being returned fully executed, follow the order inquiry steps as outlined above. Order Inquiry Status screen will display note that “M & A (Modify and Amend)- DONE” and subsequent screens will reflect updated contract period and encumbrance.
