Ordering Alcohol from the Washington State Liquor Control Board

Starting January 1, 2008, a new method for ordering tax-free ethyl alcohol goes into effect for UW customers. Orders can no longer be placed through University Stores. Departments place orders directly with the Washington State Liquor Control Board (WSLCB) using the order form provided.

Note: Effective April 1, 2008, WSLCB alcohol prices will change. New prices are listed in the Alcohol Order Form above.

AUTHORIZATION TO PURCHASE:

Only “authorized users” may place alcohol orders with WSLCB. If you are not already authorized, please click on the link to the authorization form. It must be signed by a unit head such as department chair, administrator, director or Principal Investigator. Fax or email the authorization form to UW Purchasing Department, per the instructions on the form.

“Authorized users” are those departmental staff who place the orders with WSLCB (not necessarily the “end users” of the product). By signing the authorization form, the unit head is agreeing to comply with relevant policies regarding the purchase, use and storage of ethyl alcohol within their unit. (See UW APS 15.1.)

ORDERING PROCESS:

Departments will be placing orders themselves using the following process: Obtain a PAS purchase requisition number. (The purchase requisition number is also the purchase order number.) Click on the link to the order form. Fill out the order form. Be sure to put the PAS requisition (p.o.) number on the order form, and fax or email the order form to the Washington State Liquor Control Board (WSLCB). Check off the “confirming” box on the requisition, and send the requisition to the Purchasing Department (electronically).

WSLCB will process your order by sending it to the designated supplier (currently Fisher Scientific), and Fisher Scientific will ship the product(s) directly to your delivery address.

Please note that products are not available in as small quantities as were previously available through University Stores. Currently, the smallest quantities available are 24 pints or 4 gallon cases. We are working with the supplier to make smaller quantities available in the future.

STORAGE:

Departments are reminded that these products are flammable liquids that are regulated by the International Fire Code. Aggregate quantities must conform to fire code control zone limits. Stockpiling materials is not an option. Products should be stored in flammable liquid cabinets or dedicated liquid storage rooms and all items must be inventoried in MYCHEM. See your lab safety manual for more information.

RECORD KEEPING:

Departments must maintain a current and accurate inventory of quantities and locations of all ethyl alcohol products, in accordance with University records retention requirements (6 years).

ALCOHOL PERMITS/TAX STAMPS:

The UW Purchasing Department maintains Washington State alcohol permits and federal tax stamps (for tax-free alcohol) for the University.

INVOICING/PAYMENT PROCESS:

Invoices from WSLCB will be processed through UW Accounts Payable. WSLCB will reference your PAS requisition (p.o.) number on the invoice.
