Tenant/User Identification and Planning Process
(It only takes about 9 months to move-in from signing an occupancy agreement)
The following steps depict a typical identification and planning process anticipated for development of
user spaces within the Benjamin Hall Interdisciplinary Research Building. Durations will vary based on the size and complexity
involved. This document is intended to be a baseline example for planning purposes.
PRE-DESIGN with UW team [6 Weeks]
- User Interest & Review of Marketing Package (1 week)
- Introductory Questionnaire (2 weeks)
- Initial UW funding and program review for building compatibility (2 weeks; simultaneous with Introductory Questionnaire)
- Meeting #1 / Test Fit (5 days)
- Development of Planning Budget, Preliminary Tenant Improvement (TI) Project Budget and User-Specific Schedule (2 weeks)
- Develop & review Occupancy Agreement (2 weeks)
- Confirm who is responsible for project decisions and whose signatures are needed at key steps in design process including scope and budget. Note in Occupancy Agreement.
- Confirm overall furniture & equipment strategy (2 weeks)
- Presentation / Signature on Occupancy Agreement (1 week)
Note – Design services costs are incurred beyond this point.
DESIGN with DBOM team [14 Weeks] This time frame can vary depending on the size and complexity of the tenant improvement
- Develop programming package with decision maker (2 weeks)
- Meeting #2 – Review process, lease items, programming package with PI (1 day)
- Develop pre-design concept and equipment list with PI input (2 weeks)
- Meeting #3 – Review and obtain approval signatures on pre-design concept & equip list from PI (1 day)
- Develop Schematic Design including updates to cost and scheduling estimates (1 week)
- Meeting #4 – Review and obtain approval signatures of the Schematic Design (SD) finalize equipment list, review office fit-out, discuss Design development (DD) process. (1 day)
- Design development documents, equipment & furniture integration (4 weeks)
- Meeting #5 – Review and obtain approval signatures on Design Development documents, confirm equipment list and office fit-outs, review preliminary furniture plan. (1 day)
- Finalize construction documents and associated plans (3 weeks)
- Meeting #6 – All required parties sign-off all final construction documents. This package includes cost and schedule updates to the original occupancy agreement. (1 week)
PERMITTING AND PROCUREMENT [6 Weeks]
- Generate permit documents and forms for City (1 week)
- Submit permit set of documents to City (1 day)
- City permitting process (6 weeks)
- Subcontractor and materials procurement process (4 weeks)
CONSTRUCTION [12 Weeks]
- Construction (10 weeks)
- Punchlist / Commissioning (1 week)
- Certificate of Occupancy (1-2 days)
- Move-In (User defined)

Please make note of the following items when considering your involvement in this effort:
The time commitment from a PI and/or their designee through this process would likely include:
Pre-Design (40-80 hours)
Design (60-240 hours)
Permitting (4 hours)
Construction (5 hours/week of construction)
Move-In (20-40 hours)
Early decisions about who will procure and/or install furniture and equipment are critical to the effectiveness of this process. Furniture design and/or purchase & installation is available as an additional service from the design-build team. Equipment items must be discussed and managed on a case-by-case basis.
Additional design costs will be incurred if sign-off of the design at each stage (schematic design, design development, construction documents) does not occur on or before the date that will be designated in the initial schedule.
