BASIC FUNCTION

Supervise Clinical Data Specialists and other assigned staff; design and conduct on-the-job training; develop and implement policies, procedures, and code manuals; and coordinate activities of the department with other hospital services and outside agencies. Serve as expert resource to other departments and services in the areas of utilization management, coding.

DISTINGUISHING CHARACTERISTICS

With delegated authority, interview and recommend selection of applicants, conduct training, assign and schedule work, act upon leave requests, conduct annual performance evaluations and recommend disciplinary action. Develop job descriptions, staff competencies and performance standards. Verify accuracy of time and benefit documents.

Under general direction, using knowledge and experience specific to health information management, assist in planning, implementing and evaluating policies; devise and implement new procedures; develop information to support budgetary requests; project income and expenditures; facilitate effective communication and problem solving. Perform tasks associated with that of computer system administrator. Track and interpret changes in state and federal laws. Coordinate health information management service function activities for the areas of coding, utilization review, data collection and analysis. Coordinate designated department activities. Ensure successful day to day operations of the department.

TYPICAL WORK

Define and interpret applicable rules, procedures and regulations for employees and customers; resolve problems between departmental staff and customers, both internal and external to the medical center;

Develop and implement policies and procedures, forms, work methods, standards and schedules to be followed by department staff; establish job priorities and coordinate work flow;

Interview, validate references and select staff; evaluate staff performance and recommend training opportunities; identify deficiencies; recommend and participate in disciplinary actions and action plan monitoring through resolution;

Develop, review, revise and implement departmental policies and procedures; maintain manuals;

Coordinate coding/utilization reviews for external agencies;

Coordinate department activities with other departments/services;

Identify and articulate detailed knowledge of healthcare industry trends;

Conduct on-the-job training for Clinical Data Specialist Trainees and plan inservice training for Clinical Data Specialists;

Encourage and motivate subordinates and peers in a positive and supportive way;

Comply with the organizations mission, vision, strategies, policies and procedures;

Develop, prepare and maintain reports regarding operational activities for use in budgeting, planning, coordinating, evaluating, and supervising;

Design quality assurance studies; abstract data for studies; coordinate studies as necessary;

Assist in the preparation of departmental records, including statements of income expenditures, and summaries of departmental operations;

Communicate regulations and document requirements;

Assure maintenance of confidentiality and the appropriate control in the release of information;

Provide basic technical equipment training and knowledge for departmental computer systems for health information documentation via a complex integrated computer system across multiple platforms, to include a network with multiple personal computers and other devices; provide instructions and documentation to employees;

Perform the work of Clinical Data Specialists;

Perform related duties as required.

MINIMUM QUALIFICATIONS - UW Contract Classified
DESIRABLE QUALIFICATIONS - Classified Non-Union

Certified as a Registered Health Information Technician (RHIT) AND four years of ICD and/or CPT coding or utilization management experience

equivalent education/experience.
