Introduction to the UW Administrative Policy Statements Web Site


1.   Development of the UW Administrative Policy Statements Web Site from
         the UW Operations Manual

The University of Washington Administrative Policy Statements Web site takes as its basis materials originally published in the University of Washington Operations Manual (published from 1969 through 1999). However, unlike the broad scope of the Operations Manual, which published operating policies and procedures as well as compilations of administrative information, the Administrative Policy Statements Web site focuses primarily on institution-wide policy statements that provide the University's administrative approach towards implementing a statute, rule, agency order or other provision of law.

For the most part, administrative information and operating procedures formerly contained in the Operations Manual have moved to the University's Web site under departmental oversight. Procedures that relate to administrative policies have been linked to the appropriate policy statements and are referenced in the Administrative Policy Statements manual.  Additionally, those materials in the Administrative Policy Statements that predate the year 2000 in this Web site have been transferred from the Operations Manual without timely review and revision. These materials will continue to be reviewed and will be revised or rescinded at a later date.

2.   APS Publication Schedule

The Rules Coordination Office is responsible for publishing the Administrative Policy Statements Web site on an ongoing basis. Generally, policy statements will be published on this Web site within a week of their final approval. Additionally, the Rules Coordination Office publishes a printed Administrative Policy Statements manual. The manual is secondary to publication of the Web site and will be revised much less frequently, about once a year.

3.   The APS Numbering Scheme

The number assigned to each policy statement — which appears in the upper right corner box of each policy statement Web page — is derived from the former Operations Manual's numbering scheme. For the most part, those familiar with specific Operations Manual sections by their numbers should be able to locate this same policy information in the Administrative Policy Statements Web site by locating its section number (without the Operations Manual's section indicator "D" preceding it). Example: Operations Manual, D 46.3 has become Administrative Policy Statement 46.3. The Administrative Policy Statements Web site also employs the same subject categories previously used by the Operations Manual to structure the policy statements within its numbering scheme.

If you are citing a policy statement to those outside the University of Washington organization, add the words "University of Washington" or "UW" before the citation.

If you wish to include the title of the policy statement in the citation, include it after the policy statement number.

5.   How to Revise a Policy Statement or Publish a New One

The content of a policy statement is the responsibility of the UW official(s) delegated that authority by Executive Order — as noted in the delegation line which appears beneath each policy statement title. Policy statements are developed, reviewed, and approved by the UW official(s) delegated responsibility for that subject matter. The Rules Coordination Office coordinates policy statement reviews and approvals as well as editing and publishing the Administrative Policy Statements Web site and manual.
