The National Council on Disability [1] (NCD) is an independent federal agency making recommendations to the president and Congress on issues affecting Americans with disabilities. NCD is comprised of a team of fifteen Presidential appointees, an Executive Director appointed by the Chairman, and twelve, full-time professional staff.
